Ukhrul, April 09 2017:
The Ukhrul Autonomous District Council (ADC) has urged Chief Minister N Biren to release the funds earmarked under plan expenditure for Autonomous District Councils, Manipur which is still pending in the Finance Department.
Speaking to media persons at his residence today, Ukhrul ADC chairman Dr Yaronsho Ngalung said that ADCs cannot function smoothly and have remained in limbo as no funds have been released by the State Government to take up developmental works and run the office.
Blaming the previous Government of deliberately trying to paralyse the ADCs, Ngalung said that Rs 28.08 crore for 2016-2017 have been allocated for the upgradation of schools, improvement of schools, construction of barrack type teachers' quarters, improvement of model primary schools, for office maintenance and for hiring vehicles.
The funds however are yet to be released and they are still with the Finance Department, said the Ukhrul ADC Chairman.
He expressed hope that the ADCs will be strengthened under the new BJP led Government and under the Chief Ministership of N Biren.
All the six ADC chairmen have submitted a formal petition to the CM and also met him personally and discussed the issues and problems of ADC, added Ngalung.
During the meeting, the ADC Chairmen appealed to the Chief Minister to ensure that ADCs function smoothly.
Once ADCs are stabilized, they can look into welfare of the people and at the same time bring tangible development.
Such a move will bridge the misunderstanding between the State Government and the people, he said.
From August 2016 no fund has been sanctioned for the maintenance of ADC offices, he said and added that funds for vehicle hiring are yet to be released.
Dr Yaronsho Ngalung further said that Ukhrul ADC members have to work from a temporary office and urged the State Government to complete the construction work of the new administrative block.
