MoS inked with Dima Halam Haogah-DHD (J) and DHD (N)

A Memorandum of Settlement between the GoI and both the factions of Dima Halam Haogah-DHD (J) and DHD (N)-was signed today in New Delhi.
Union Home Minsiter Shushil Kumar Shinde, Assam Chief Minister Tarun Gogoi, Home Secretary RK Singh, Joint Secretary Shambu Singh, and other State officials and the top leaders of the DHD were present.
According to an official release, a six month time was given to the outfit to dissolve itself as an organization as a prerequisite for further process of implementation of the agreed points.
The release also stated that a committee will be set up in accordance with 31 B of the Indian Constitution in the State Assembly.
Meanwhile as a restructuring process the existing North Cachar Hill Autonomous Council will be renamed as Dima Hasao Autonomous Territorial Council the release said.
Further in an attempt for better administration and development the Assam Government had also given its consent to re-organize existing autonomous district into three administrative units under the 6th Schedule of the Indian Constitution.
It was also agreed in principle that the members in the restructured council will also be increased.
Moreover a special economic packages of Rs 200 crore , over and above plan fund for five years will be provided for the newly created Dima Hasao Autonomous Council.
It may be recalled that a ceasefire agreement was signed between the DHD leadership and the Union Government in 2003.After several rounds of tripartite discussions and consultative process this settlement has come as culmination.
With an expectation that the DHD ( J) and (N) will partake in the peaceful democratic and political process of the State, the MoS will usher in a new era of hope and prosperity in the Hima Hasao District the released stated.
