While appreciating the initiative taken up by the Central Government regarding the Suspension of Operation (SoO) agreement with some UG outfits, the United Committee Manipur (UCM) has however expressed strong scepticism against the initiative.
In a memorandum submitted to the Governor, UCM asserted that the SoO signed between the Centre and some UG outfits has only proved detrimental to the cause of peace and security in the State.
Questioning whether the signatory outfits are licensed to kill, harass and exploit innocent people, it alleged that the outfits concerned are not adhering to the standing agreements.
These outfits are involved in various criminal and unlawful activities despite the presence of thousands of security personnel, it alleged.
Cases of wanton extortion, huge monetary demands and abduction for ransom have been on the rise since the SoO came into force.
The present chaos and confusion of Moreh in particular and the State in general is a clear indication of the apparent power provided by the Government to these groups of UGs, the UCM alleged while citing the case of Imphal-Moreh taxi (Sumo) service which is currently under suspension following a heavy monetary demand/threat from the Moreh based KNA.
Rather than curtailing the unlawful activities of these UG groups, the SoO has only enabled these UG cadres to carry out their subversive activities more freely and openly, it asserted.
Observing that the SoO has failed to restore peace in the State, the UCM urged for a more effective and pragmatic policy.
Asserting that the foremost concern of the Government should be security of the people before settling any dispute or problem, the UCM went on to accuse security personnel of standing as mere spectators when these outfits carry out their illegal activities right in front of their eyes.
Highlighting all these grievances caused to the people by enforcement of the SoO, the UCM urged upon the Governor to intervene into the matter before the situation goes out of control.
