ASO 'facilitates' AR to bag khasland

Imphal, April 17 2013:
An Assistant Survey and Settlement Officer (ASO) of the State's Revenue Department has reportedly facilitated the Assam Rifles in possessing 160 acres of khasland without prior consent of the Government.
According to an informed source, the Assam Rifles in 2005 completed Rs 60 lakhs payment to the said ASO for procuring the khasland located close to Kondong Lairembi near Moreh.
The matter came to light when about three months back the AR authorities approached Revenue Department officials for registration of the said land (khasland) in the name of the para-military force.

At about the same time, the Police Department, unaware of the ASO having already initiated relevant procedures to hand over the khasland to the Assam Rifles, filed an application to the Revenue Department for utilisation of the same tract of land.
As Revenue Department officials flipped through the files to assess status of the khasland enlisted on Sheet No - 11, the fact that it has been sold to the Assam Rifles came to light, informed the source.
The officials also came across relevant file processes conforming to prescribed norms including documents suggesting deed of sale and other formalities.
It is said that the Revenue Department conducted an enquiry after the matter was apprised to the Chief Minister.
Even though the probe report has already been placed before the CM there is no report of action, if any, against any/all concerned.
