Imphal, May 30 2012:
Expressing unhappiness over forcible and illegal occupation of places of worship, educational premises, medical dispensaries and tourist spots by Army and Para-Military forces in the state, Ethno Heritage Council (HERICOUN) asserted that it is total violation of the rule of law and the fundamental rights of the people of the state enshrined in the Indian Constitution.
Submitting a memorandum in this regard to the President, the Prime Minister of India and the Governor of Manipur, HERICOUN urged the President, the Prime Minister of India and the Governor of Manipur to take up immediate action to remove the army and para military forces from the places of worship, educational premises, medical dispensaries and tourists spots so as to safeguard the fundamental rights of the people of the state and also to restore the rule of law in the state.
The memorandum signed by its President, Mutum Churamani contended that the people of Manipur are not allowed to enjoy the rights, liberty and privileges of an Indian citizen as enshrined in the Indian Constitution even after Manipur has been taken over by the Indian Union.
It further stated that the security forces, without any hindrance have been occupying tousists spots at Sendra and Loukoipat; educational premises at MU, Canchipur, Khordak Nongmaikhong; and places of worships at Kwatha, Khongshang.
The security forces are even exercising powers possible only under Martial Law under article 34 of the Indian Constitution and as such the Rule of Law has been seriously compromised.
