RKVY scheme, a 'failure' in State

Rashtriya Krishi Vikas Yojana (RKVY), the flagship programme of Ministry of Agriculture, Government of India, is in a state of failure in Manipur with State Government withholding the funds allocated by the Centre.
The scheme is fully sponsored by the Centre for implementing agriculture and allied programmes under various departments of agriculture, horticulture, forests, fishery and corporation.
According to a reliable source, a sum of Rs.40.96 crores sanctioned during the current financial year for RKVY in the State has been kept in darkness by the Government.
Moreover, the beneficiaries of this scheme have not received their grants for the previous years.
The implementing departments are now unable to submit the utilization certificates, due to which future funding from the Centre is likely to be blocked.
A sum of Rs.852.57 crores was allocated for RKVY to the Northeast during the financial year 2013-14.However, Manipur bagged only a mere sum of Rs.40.96 crores while Assam received a staggering amount of Rs.440.53 crores for the scheme.
RKVY has been successful already in other states, but the scheme was taken up in the State only after 10 years of its introduction.
The negligence of State officials has led to loss of large share of RKVY fund, the source said.
The beneficiaries of RKVY are disgruntled with the conduct of officials of the implementing departments.
They even suspect misappropriation of funds meant for the scheme.
The farmers are of the view that mutual cooperation and coordination among HODs of the implementing departments would be of great help in rectifying the mistakes and making RKVY a boon to the State.
