Noting that the State Government has approved filling up of 750 vacant posts in the six Autonomous District Councils of the State as conveyed by the Additional Chief Secretary (TA& Hills) to all the CEOs of ADCs on February 29 this year, the All Tribal Rights' Protection Forum Manipur (ATRPFM) has questioned why these appointments have to be carried out just before the ADC election.
The existing ADCs will appoint employees before election and just after the election, the appointment may be cancelled by the new ADCs, said a press release issued by ATRPFM.
It said that they have fair experience of such appointment which would be terminated or cancelled later.
Categorically stating that no appointment should be made before the election, the ATRPFM demanded issuance of ADC election notification without any further delay.
The existing ADCs have been given sufficient time (five years) to execute development works as mandated, however, no tangible works have been executed by them, it asserted.
It then appealed to all concerned to withdraw the recommendation for holding the ADC election in the month of November but to hold same election in the month of April or May.
It is the democratic rights of candidates to contest the election under any political party and there is no provision under any Act which prohibits candidates from contesting elections under the flags of political parties.
As such, there is no question of party-less election which was recommended by the Hill Areas Committee (HAC), ATRPFM contended.
