Imphal, February 26 2019:
Alleging that they have been victimised by the State Government, many MPS (promotees) officers have claimed that the Government has given promotion to the junior MPS officers to SP in-charge/CO in-charge by completely ignoring the senior MPS officers.
According to a source, 40 MPS Grade II (promotees) were appointed on March 1, 2007 and on the other hand, 32 MPS Grade II (Direct) were appointed on April 14 and November 24 the same year.
On May 15, 2013 and January 20, 2014, the State.
Government published the final seniority lists of MPS Grade II officers by adopting the principles of dovetailing, the source explained adding that the senior MPS officers objected the said list and as such they filed a writ petition with the High Court of Manipur.
The source continued that following the filing of the writ petition, the High Court eventually passed a judgement on July 7, 2017 rendering the order passed by the State Government null and void, apart from quashing and setting it aside.
The Court further directed the Government to prepare a fresh seniority list after taking into account the observations made by the Court within a period of three months, the source added.
Explaining that the Government published a tentative seniority list of 128 MPS officers as on October 1, 2013, excluding the directly recruited MPS Grade II officers who were recruited in 2012 and thereafter, the source mentioned that the judgement of the Court was upheld by a Division Bench of the Gauhati High Court on August 26 last year.
However, the State Government has given promotion to the junior MPS officer completely ignoring the senior MPS officers, the source mentioned, adding that the senior MPS officer have urged the authority concerned to rectify the error at the earliest failing which the senior MPS officer might resort to various forms of agitation.
