Imphal, October 09 2014:
Federation of Government College teachers' Association Manipur (FEGOCTA) has decided to take legal course of action, if the proposed interview of only 3 candidates out of 49 eligible for the posts of regular principals is not cancelled by October 20 .
The government should re-advertise all the 25 posts of regular principals on the basis of recommendations of the national seminar on UGC regulations on API organized by FEGOCTA on March 10 last, the Association demanded in its press statement issued today.
Charging the government with violation of UGC norms in appointment of regular principals, the Association said the government should issue an executive order and publish the same in the gazette for direct recruitment of college principals by specifying the essential qualifications, relaxation of marks, age/tenure, and capping of API score claim.
Saying that Internal Quality Assurance Cell with principal as the chairperson and State Quality Assurance Cell are the authority for certifying the Academic Performance Indicator (API) records, the FEGOCTA alleged that the MPSC and the government have not followed the established norms.
It also condemned the alleged bureaucratization of higher education by appointing IAS officers as the heads of Directorate of ducation (U), BOSEM and COHSEM, saying that such actions of state government negate the autonomy of the higher education bodies.
While demanding the immediate revocation of such orders, the FEGOCTA has appealed to the government to implement its pending demands including appointment of regular Director of Higher education from amongst the academicians, constitution of state higher education service, grant arrears from January 2006, creation of posts of professors in colleges and release of 47 months SCA and TA to college teachers.
