Demand Discussion: CM admits failure of MAHUD

While admitting that MAHUD Department has failed in all aspects, Chief Minister O Ibobi Singh, who also holds the portfolio of MAHUD, said that there has been no work progress in construction of houses; drains and no work have been taken up by MAHUD for the beautification of Imphal city.
Clarifying over the statement made by Opposition MLAs on the floor of the House during the Demand Discussion today, Chief Minister O Ibobi further stated that MAHUD department has failed to take up every bit of work in a proper manner.
The Imphal Municipal Council (IMC) has also become defunct today with no works taken up.
As such, he had even mocked at the staffs of IMC to withdraw their salary every month without doing any work whatsoever.
The Chief Minister further pointed out that the three costly dust cleaning vehicles, which have been purchased by the State Government, are lying unused for the last many years.
The government is searching for certain agencies which can make good use of the three vehicles in the interest of the general public.
With no takers of the semi-low floor JNNURM buses in the State, the State Government is worried that the buses would remain unused, the Chief Minister added.
He also informed the House that the Government is planning to set up Manipur Bhawans in Mumbai and Bangalore and the condition of Manipur Bhawans in other parts of the country would also be inspected.
The Manipur Bhawan being constructed at Guwahati would also be inaugurated very soon.
The Chief Minister, while clarifying over the statements made by the opposition MLAs in the House, said that some of the Ministers do not respond to telephone calls made by the Chief Minister himself, forget about them not picking up the phone calls made by MLAs.
He appealed to the concerned Ministers not to carry on that kind of attitude and advised them to cooperate with the MLAs in every sphere in the interest of general public.
He also clarified on the floor of the House that he would receive all calls from MLAs even at midnight and his phone is always kept open for all calls.
Furthermore, the Chief Minister informed the House that the State Government would see if there is any room for including the followers of Sanamahi in the Minority section.
The feasibility over placing the Schedule Caste, Schedule Tribe and OBC under a Directorate in different Cells will be considered for discussion by the State Government.
Taking part in the Demand Discussion session, opposition MLA Dr I Ibohalbi said that there are some Ministers who do not pick up the phone calls made by MLAs forgetting the fact that the Ministers are not for a single constituency but for the whole State.
The matter should be seriously considered by the Chief Minister.
He also appealed on the floor of the House to fix a time for the MLAs to visit the Chief Minister so that no problem is created over the matter of visiting the Chief Minister of the State.
MLA Ibohalbi urged the Chief Minister to cut down the number of officials during the Plan meeting so that the expenditures are reduced to a considerable level.
He also expressed doubt over who would come up in Jiribam as MLA after Minister Th Devendro retires.
"There are possibilities of even Bangladeshis coming to power in Jiribam.
As such there should be specific guidelines in the Electoral Reforms.
Opposition MLA L Ibomcha, MLA P Brojen, MLA Kh Joykishan and MLA Th Shyamkumar also shared their views during the Demand Discussion.
Finally the House, after a serious deliberation, passed an amount of Rs 39,92,04,000; Rs 6,01,73,000; Rs 72,29,85,000; Rs 363,18,91,000; Rs7,89,62,000 and Rs 614,17,24,000 respectively for Legislature, Council of Ministers, Secretariat, Municipal Administration Housing and Urban Development, Election and Planning respectively.
