Dr Nimaichand Luwang Ex-Minister blasted lazy men and women, who are wasting time without doing anything.
They are responsible for Manipur's slow paced development.
Speaking as chief guest of the valedictory function of the three-day Bharat Nirman Campaign held at Bishnunaha Community hall Yairipok in Thoubal District he said while you are lazying someone is grabbing the benefits given by the Government for your welfare.
He observed that insincerity and laziness of the people have handicapped the speedy development of the state.
He said India the largest democracy in the world India is developing every day.
Coffer being filled with funds the Government of India has launched various schemes and programmes for the rural masses.
He said the worst form of sanitation seen here and there in Manipur is responsible for the spread of diseases of all kinds.
He talked of various other schemes that include delivery of rice at heavily subsidized rate to BPL and AAY class people.
He appealed to the masses to work honestly and sincerely.
About SSA he said, Manipur will achieve total literacy rate within 10 years.
Free education has been provided to children in the age group of 5 to 14 and text books are made available free of cost to the needy students.
Referring to ICDS he said, the first priority should be given to feeding the children and also in providing medical care to pregnant women.
But here in Manipur Anganwadi centres are considered as education centre, which is diametric to the policies under which the project is launched.
On NREGS he said, the fund meant for extension of job to rural masses cannot be used to hiring bull dozers and rollers.
The fund for the poor people cannot go to the rich men owning such vehicles, he added.
He appealed to the general public to use RTI as a weapon to know whether the funds meant for them had gone elsewhere or not.
.MIbotombi Khuman BDO giving his guest of honour speech said, the Government programmes and schemes have been implemented in every nook and corner of the country.
Telephones have been brought at the rural areas.
In his presidential speech L.Ibobi retired Headmaster cautioned the general masses against the use of polythene bags.
He said the bags used could be dried up and burnt to save the soil.
Earlier, Bimolchandra Programme Coordinator,Song and Drama Division gave the welcome address.
Later, Premlata Loitam MCO, PIB Imphal proposed the vote of thanks at the end.
She lauded all those, who participated in the three-day Bharat Nirman Campaign.
Resource persons and those, who displayed local products in the stalls opened at the campus of the hall were hailed.
The valedictory function started with the opening song rendered by the artistes of the Song and Drama Division Imphal.
Winners of the painting competition and those who opened stalls were given prizes and certificate of participation by the dignitaries on the dais.
The artistes of the Song and Drama Division presented a drama based on consumer affairs.
Large number of local people attended the three day campaign.
