NEC-funded Health projects: December deadline given for completion

Imphal, June 05 2014: Taking serious note over the slow progress in implementation of NEC-funded projects under its Health & Medical Sector, Secretary of North Eastern Council (NEC) Ameising Luikham has directed all the Northeastern states to put in extra efforts to complete the projects in time and ensure that special focus is given to the projects that are long pending due to some or the other reason so that the same are completed by December 2014 .

The NEC Secretary gave the directive while reviewing the NEC funded projects during a meeting held at NEC Secretariat, Shillong today.

The meeting was attended by Commissioner/Secretary (H&FW), Senior Health Officials of the all 8 North Eastern States, Officials from NEIGRIHMS, CIHSR Dimapur, Sri Shankaradeva Nethralaya Guwahati, North Eastern Space Association Centre Umiam Meghalaya, Dr..BBorooh Cancer Institute Guwahati, North Eastern Space Association Centre Umiam Meghalaya, Shija Hospital Imphal, LGB Regional Institute of Mental Health, Regional Director of Health & Family Welfare, Government of India and Regional College of Nursing & Dental College Officials.

It may be noted here that the Health & Medical Sector of NEC has been supporting various schemes in the North Eastern States.

Among others, it provides support for development/ creation of infrastructure for health institutions and hospitals, development/ creation of infrastructure/ equipment for health paramedical and allied health institutes and development/ creation of infrastructure for speciality and super speciality facilities in the health centres/ institutes in North Eastern Region.

Recognising the urgent need for the primary health care and development and strengthening of the health care facilities, Secretary, NEC reviewed the projects from Health & Medical Sector state-wise.

Discussing the slow pace and to speed up of the implementation of the Health related projects, Ameising Luikham pointed out the need for timely completion of the projects and directed all states to put in extra efforts to complete the projects in time.

He further mentioned that the projects that are long pending due to some or the other reason need special focus and must be completed by the December 2014 .

Secretary, NEC also advised to the Stage Governments to sign MOA with the institutes/ organizations where the NEC funds are sanctioned and ensure that the institute/ organizations are providing free/concessional treatment to the BPL populations.

During the meeting, Bamin Tada, Adviser, Health, North Eastern Council presented the state-wise status report of the on-going Health & Medical Sector projects from all North Eastern States.

There are 59 on-going projects from Health & Medical Sector in 8 North Eastern States where NEC has provided funds.

The list contain 7 projects from Arunachal Pradesh, 12 from Assam, 10 from Manipur, 5 from Meghalaya, 7 from Mizoram, 10 from Nagaland, 5 from Sikkim and 3 from Tripura.

The NEC projects that are on different stages of implementation from State of Arunachal Pradesh include Establishment of Bio Medical Waste Management Plant in 6 District Hospital at cost of Rs.450 lakhs, Accident & Trauma Centre at Along at a project cost of Rs.147.11 lakhs, Establishment of 50 bedded Hospital at Mengio (Shakiang), Papumpare District at a cost of Rs.494 lakhs, Infrastructure Development of 50 bedded Hospital (Phase-II) at Palin Kurung Kumey District at a cost of Rs.492 lakhs, Construction of 50 bedded Hospital at Pistana, Lower Subansiri District at a cost of Rs.488.85 lakhs, Establishment of 30 bedded Hospital at Pareng, Sagalee Admn.

Circle, Pupumpare District at a cost of Rs.490.66 lakhs, Development of Health Information and Hospital Management System in Pupumpare District at a cost of Rs.497.79 lakhs.

The list of NEC funded on-going projects from Assam include Regional Dental College, Guwahati at a cost of Rs.1310.94 lakhs, Regional College of Nursing, Guwahati at a cost of Rs.573.14 lakhs, Support for development of additional facilities in three Medical Colleges of Assam that include 1235.35 lakhs for Guwahati Medical College, Rs.822.97 lakhs for Assam Medical College, Dibrugarh and Rs.1397.09 lakhs for Silchar Medical College, Establishment of Burn Care Unit by Burn Care Foundation Guwahati at a cost of Rs.300.00 lakhs, Support ot Government Ayurvadic College Guwahati for Rs.398.09 lakhs, establishment of Hospital-ship on the river Brahmaputra by C-NES, Guwahati at a cost of Rs.400.00 lakhs, Up-gradation of Academic facilities at Down Town College of Allied Health Science, Panikheri at a cost of Rs.460.00 lakhs, Up-gradation of Civil Hospital Sonari, Sibsagar District at a cost of Rs.417.31 lakhs, Construction of Vertical Extension of 1st floor (Part), 2nd & 3rd floors of MDS building at RDC, Guwahati at a cost of Rs.461.82 lakhs, Strengthening of Ortho Department at Gauhati Medical College, Guwahati, Assam at a cost of Rs.1493.77 lakhs.

North Eastern Council is also funding to meet the recurring expenditure of Dr..BBorooah Cancer Institute, Guwahati.

The Manipur projects those got its review are 435.35 lakhs support to District Hospital Churachandpur; 343.89 lakhs Establishment of Blood Bank by Shija Health Care & Research Institute, Langol, Imphal; 452.56 lakhs Upgradation of Government GNM School to College of Nursing Lamphelpet, Imphal; 496.06 lakhs Support to J.N.Hospital Imphal, 277.46 lakhs support for procurement of advanced medical devices and equipments at Christian Hospital Imphal; 370.92 lakhs for establishment of Shija Regional Oxygen Plant and Generation Unit Langol, Imphal; 485.66 lakhs for Strengthening of Dental Care in District Hospitals & CHCs in Manipur; 467.13 lakhs for setting up of Emergency & Trauma Care Unit at Jivan Hospital, Kakching, Thoubal District and Rs 513.67 lakhs for Procurement of Advanced Medical Devices & Equipment at Sky Hospital & Research centre, Imphal.

The Meghalaya's list of on-going projects include Establishment of 6 bedded ICUs each at Civil Hospital, Tura & Ganesh Das Hospital, Shillong at a total cost of Rs.477.03 lakhs; Up-gradation of equipment infrastructure for Dialysis Unit, Endoscopy Unit & Major OT up- gradation of 10 bedded casualty & emergency Ward at Civil Hospital, Shillong at a cost of Rs.498.40 lakhs; support for procurement of an MRI (1.5 T) machine at Civil Hospital Shillong at a cost of Rs.498.00 lakhs; Up-gradation of Laboratory & Diagnostic facilities & setting up of orthopaedic operation theatre at Civil Hospital, Tura at a cost of Rs.494.91 lakhs; Up-gradation of equipment infrastructure & development of District Hospitals, Meghalaya at a cost of Rs.949.67 lakhs.

The Mizoram projects include strengthening and improvement of CSSD in District Hospitals (5 nos.) for Rs.300.00 lakhs; support for development and implementation of Hospital Management Information System at Civil Hospital, Aizwal at a cost of Rs.466.51 lakhs, Establishment of blood bank at Bethesda Hospital & Research Centre, Aizwal at a cost of Rs.283.66 lakhs, support of procurement of CT Scan (16 slice) machine at Civil Hospital Aizwal at a coast of Rs.280 lakhs, strengthening of cardiology department in Civil Hospital Aizwal at a cost of Rs.499.00 lakhs, strengthening of dental departments of Civil Hospitals Aizwal and District hospitals in Mizoram at a cost of Rs.443.76 lakhs, establishment of State Medical Library at Civil Hospital Aizwal at a cost of Rs.361.18 lakhs.

The Nagaland state projects viz.

upgradation of Naga Hospital, Kohima for OPD, casualty and diagnostic centre complex at a cost of Rs.456.80 lakhs, Up-gradation of Zion Hospital, Dimapur for Casualty & Physiotherapy block & Paediatric Nursing Unit at a cost of Rs.453.82 lakhs, modernization of Bethel Medical Centre, Kohima at a cost of Rs.375.00 lakhs, Establishment of 50 bedded hospital at Mon at a cost of Rs.465.57 lakhs, Nursing School at Naga Hospital at a cost of Rs.226.40 lakhs, Establishment of 5 bedded ICU, HDU, Dialysis Unit & Major OT, Up-gradation of Woodland Nursing Home, Mokokchung at a cost of Rs.253.00 lakhs, Up-gradation of equipment infrastructure at Oking Hospital & Research Clinic, Kohima at a cost of Rs.437.11 lakhs, Up-gradation of infrastructure of Impur Christian Hospital at a cost of Rs.484.58 lakhs, Up-gradation of Equipment infrastructure at Aine Nursing Home & Diagnostic Centre, Jalukie, Peran District at a cost of Rs.490.88 lakhs, Setting up of North East Regional Multi Disciplinary Paramedical Institute, Dimapur at a cost of Rs.4981.31 lakhs.

NEC also eviewed projects from the Sikkim State viz.

Construction of X-ray Block , Kitchen & Garage-cum-Seminar Room in selected PHCs at a cost of Rs.284.79 lakhs, Accident and Trauma Centre at Namchi at a cost of Rs.135.00 lakhs, Strengthening of Radiology Departments at Mangan CHC, Singtam CHC & Namchi CHC, Sikkim at a cost of Rs.950.25 lakhs, Construction of TB Hospitals each at Mangan, North District & Gyalsing, West District at a cost of Rs.427.02 lakhs, Procurement of Dental Chairs, Equipment & Dental Facilities at STNM Hospital, Gangtok Hospitals & PHCs in Sikkim at a cost of Rs.297.46 lakhs.

The Tripura state projects include Accident and Trauma Centre at Agartala at a cost of Rs.160.81 lakhs, Accident and Trauma Centre at Kulai at a cost of Rs.160.81 lakhs, Upgradation of Cancer Hospital, Agartala at a cost of Rs.498.00 lakhs.

In another meeting chaired by its Member Ashoke K Dutta, NEC has discussed the strategy for developing territory care facilities in North Eastern Region and the Regional plan for development of Health & Medical Sector in NE States.

The meeting was attended by Commissioner/Secretary (H&FW), Senior Health Officials of the all 8 North Eastern States, Officials from NEIGRIHMS, CIHSR Dimapur, Sri Shankaradeva Nethralaya Guwahati, North Eastern Space Association Centre Umiam Meghalaya, Dr..BBorooh Cancer Institute Guwahati, North Eastern Space Associaltion Centre Umiam Meghalaya, Shija Hospital Imphal, LGB Regional Institute of Mental Health, Regional Director of Health & Family Welfare, Government of India and Regional College of Nursing & Dental College Officials.

While discussing the strategy for future of health & medical sector, Ashoke K.Dutta pointed out that North Eastern Region needs to think long term planning with respect to the development of infrastructure, paramedical health care, super speciality health care.

He expressed his great concern towards the problems faced by the Health Sector in North Eastern States like trained medical professionals availability, paramedical staff, availability of health care facilities and the lack of super speciality health care to the population.

Addressing to the officials from North Eastern States, Secretary NEC Ameising Luikham, who was also presented during the meeting, said that NEC is committed to the planned development of the North Eastern Region.

He said that NEC should extend resources to the development of tertiary care facilities in NER provided that the State Governments plan it and propose to NEC.

In the meeting, there was unanimity that NEC should consider for funding short term fellowship training programme to Government Nurses, Doctors and Para-Medical Staff in the NER for specialization in Oncology, Cardiology, Chest, Cancer, Diabetes, Liver treatment etc.
