Extrajudicial Killings : Cases of Mamorama, Bijoy Kr, Sanamacha & Oinam among 33 up for fresh review

Killing of Thangjam Manorama Devi by personnel of 17 Assam Rifles then posted inside Kangla Fort after being arrested from her house without issuing arrest memo on July 11, 2004, forced disappearance of Yulembam Sanamacha of Angtha, a student preparing for this class X examination after being picked up by personnel of 17 Raj Rifles on the night of February 14, 1998; killing of 13 villagers by Assam Rifles personnel in July-August 1987 at Oinam in Senapati district under Operation Blue Bird and the Heirangoithong massacre in which 13 people, who were watching a volleyball match, were mowed down by security personnel on March 14, 1984 were among the 33 cases of alleged extrajudicial killings whose inquiry reports have been sought by the Supreme Court for fresh review.
After all the six cases of alleged encounter killings probed into by a Supreme Court appointed independent Inquiry Committee were found to be fake, the Supreme Court has sought the enquiry reports of another 33 similar cases from the Government of Manipur for fresh review as these reports have never been made public.
The latest action of the Supreme Court is a follow-up to the Public Interest Litigation (PIL) filed by Extra-Judicial Execution Victim Families Association (EEVFAM) pleading for independent body to probe into numerous cases of alleged extrajudicial killings carried out by security personnel in Manipur with immunity granted under Armed Forces Special Powers Act for the last many years.
The inquiry reports for which the Supreme Court has sought from the Government of Manipur for fresh review included forced disappearance of Loken and Lokendro after being picked up by Army personnel on 23-12-1980; forced disappearance of C Paul and C Denial, also after being picked up by Army on 10.01.1982; killing of 13 villagers at Oinam in Senapati District under Operation Blue Bird by the AR in July-August 1987; forced disappearance of Laishram Bijoy Kumar of Thangmeiband after being called out from home by suspected Army personnel on the night of 5.6.1996; forced disappearance of Yumlembam Sanamacha.
of Angtha, a student preparing for this class X examination after being picked up by personnel of 17 Raj Rifles on the night of 14.02.1998; forced disappearance of Tayab Ali also after being picked by Assam Rifles on 25.17.1999; killing of Yumnam Robita and Angom Romajit on 09.04.2002; killing of K Debeshwar on 10.03.2004; killing of Longjam Uttamkumar on 29.03.2008; killing of K Premjit and E Kanto on 24.04.2008; killing of M Herojit and M Rajen on 04.10.2008; killing of Nongmaithem Michael on 04.11.2008; killing of N Gopal on 23.12.2008; killing of S Gurung alias Gingo and S Baocha alias Shachinta on 28.12.2008; killing of L Satish alias Tomba on 18.05.2009; killing of Ngangbam Naoba alias Phulchand on 07.05.2009; killing of Sapam Geetchandra on 25.05.2009 .
The Supreme Court has also sought the enquiry report on the infamous Heirangoithong massacre where 13 spectators of a volleyball match were killed while 31 others injured when CRPF opened discriminate firing at the crowd after some militants assaulted them on 14.03.1984; killing of Miss Amina in Naorem village by 127th Battalion CRPF posted at Langjing in 1996; killing of Th Muhindro and M Ibotombi at Kakching Wabagai Road on 26.12.1996; killing of Major Saiza, Rukoshele, Tusovehu Chakeshang, Kikheto Sema and Hidam Buddha and causing injury to Thenucho at Kwakeithel by Manipur Police Commandos on 29.08.1998; the June 18, 2001 incident wherein CRPF opened indiscriminate firing at angry protestors in Imphal killing 14 persons; killing of Sanjita of Jiribam after allegedly being raped by 2 personnel of 12 Grenadier Regiment of India Army on 04.10.2003; killing of A Bimol at Nongren Chinglak while causing injuris to 37 other people by Imphal East Police Commandos on 29.10.2004; killing of ED Rentuiwan and injuring his wife Thaguicha in firing by 28 AR on 16.11.2004; killing of three tribal students namely, Linkhogen Baite, LS Thangopai Paite and Thenmithang at KR Lane, Uchekon in Imphal by Manipur Police Commandos on 25.10.2005 .
As a special case, the inquiry report on killing of Thangjam Manorama Devi after she was arrested by personnel of 17 Assam Rifles then posted inside Kangla Fort on 11.07.2004 from her house has also been sought by the Supreme Court.
