Jawaharlal Nehru Hospital Employees' Welfare Association has called upon the Chief Minister to review alleged injustice against doctors of the Hospital as a consequence of entitlement of 6th pay commission solely to teaching staff of recently upgraded Jawaharlal Nehru Institute of Medical Sciences, Imphal and also due to non-absorption of JNH doctors in JNIMS.
In a representation submitted to the Chief Minister, who is also the president of JNIMS, Imphal, secretary working committee of the Association Dr L Kokindro Singh pointed out that JN Hospital and its staff have been placed under the controlling authority of Director JNIMS with regards to academic, administrative and disciplinary control as per an order of the Government issued on May 2 last.
This became necessitated to fulfil the minimum requirement of the MCI to start its session in 2009.The list of the staff submitted to the official team of the MCI during inspection had also incorporated all the doctors of JN Hospital.
All these facts evidently substantiate that JN Hospital doctors are very much employees/components of JNIMS.
Moreover, JN Hospital doctors including non-teaching doctors of JNH and teaching staff of JNIMS are working in the same hospital under the same roof and treating or looking after the same kind of patients in their respective specialities/department as well as under the same administrative and disciplinary control of the Director of JNIMS, the representation said.
However, the issuance of the order by the Director JNIMS on October 15 last which says that only the teaching staff of JNIMS would be enjoying the pay scale of 6th pay commission with effect from November 1, 1009, thereby leaving out JNH doctors who are the long sufferers and also their non-absorption/non-transfer in JNIMS as teaching/non-teaching faculties have caused a sense of partial treatment towards the doctors of JN Hospital.
This has created an unsociable atmosphere which may eventually be detrimental to interest of the employees and may adversely affect the hospital works/patient-care service in the near future, it cautioned.
Calling upon the Chief Minister to look into the matter and take up necessary action before November 8 so as to do justice and equity to the doctors of the hospital, the representation has also warned that the Association may be compelled to adopt the resolutions passed in its general body on October 30, 2009 .
In the last general body meeting, the Association had resolved to go ahead with black badge protest on November 9 if the authority fails to act in this regard positively by November 8 .
As follow up action, the Association has also been decided to take mass casual leave from November 10 to 13 and submit application for mass voluntary resignation on Nov 21 .
