Anal Lelruwl Tangpi warns Chandel ZEO

Chandel, October 11 2015: Anal Lelruwl Tangpi (Anal Students Union) has strongly condemned the 'bias attitude' shown by Chandel Zonal Education Office (ZEO) and its staff while settling the dispute between Charongching Primary School, Chakpikarong Block and Charangching Primary School Chandel Block, bypassing the directive of Account Section of SSA State Mission Authority, Manipur for earliest settlement of the dispute in favour of Charongching Primary School.

The Union in a statement on Sunday stated that on November 12, 2014 a sanction letter number 14/4/09-SSA/SMA/CW (Pt-11) was issued by Additional State Project Director, SSA State Mission Authority, Manipur for construction of 92 additional classrooms for 2014-15 under SSA in respect of Chandel district and Charongching Primary School was among the 92 beneficiaries.

However, when the first installment fund for construction was released, the fund was put in the account of Charangching Primary School bearing a/c number 31756585353, SBI Thoubal Branch, which was not in the beneficiaries list.

Subsequently, the Charongching Village Authority had appealed to the Director Education (S) to rectify the error and sanction the amount in favour of the right entity.

As per directive from Director Education (S), on February 6, 2015 with a letter number 14/3/08 SSA/53AA (ACR) (P � 3A), Account Officer, SSA State Mission Authority, Manipur directed ZEO Chandel to urgently recover the amount and put it to the State Project Director, SSA State Mission Authority, Manipur bearing a/c number 909010043368098 of Axis Bank, Imphal Branch 1FSC code UTI B0000657 .

However, ZEO Chandel has failed miserably to put the directive into action, instead in cahoots with Civil Work in-charge and S0 and some vested interest individuals released the second Installment fund recently to Charangching Primary School.

The union has been appealing to the Education Department, State and Chandel authorities on several times to solve the issue with fair and justice, but it seems the department concerned does not want to reciprocate to the call for peaceful settlement of the dispute, the statement said.

It's a direct insult and challenge to the village and student community as a whole, ALT said and warned the ZEO Chandel and all concerned to respond positively within three days.

It also warned that the ZEO should own up responsibility for adverse consequences.

It said any unwarranted eventuality occurs against the backdrop of this issue shall be own risk of ZEO Office.

Such cases of misappropriation and manipulation of development funds have been witnessing for years, the union said.

ALT said it will leave no stone unturned to root out the practice of corruption in the Education Department, Chandel.
