NIA files charge sheets against six UPPK, KCP operatives

National Investigation Agency (NIA) has filed two separate charge-sheets against six operatives of the proscribed People's Revolutionary Party of Kangleipak - United People's Party of Kangleipak (PREPAK-UPPK) and Kangleipak Communist Party (KCP) .
Interestingly, PREPAK-UPPK and KCP are signatories of the suspension of operation (SoO), a tripartite agreement involving the State and the Central Government for bringing the underground activities to the mainstream.
In the two charge-sheets submitted before its Special Court at Guwahati, Assam on June 30 last, the federal investigating agency which was established by the Government of ndia to combat terror in India has charged all the six accused with entering into a criminal conspiracy of waging war against India.
This is in addition to other charges slapped under various sections of the Indian Penal Code.

According to a statement issued by NIA, which acts as the Central Counter Terrorism Law Enforcement Agency and is empowered to deal with terror related crimes across the country without special permission from the State Governments, the charge-sheet related to NIA Crime no.RC-04/2012/NIA GUW has been filed against four PREPAK operatives namely Ningthoujam Shanti Meitei alias Chinglemba Mangang alias Takhelchangbam Hemanta Sharma under Sections 120B, 386, 419, 420, 468 & 471 of IPC and Sections 10, 18, 20, 38 & 40 of UA (P) Act; Langpoklakpam Inaocha Singh alias Birjit alias Jit alias Lalcha under Sections 120B, 386, 420, 468 & 471 of IPC and Sections 10, 20, 38 & 40 of UA (P) Act; Laishram Jiten Singh alias Selkai under Section 120B of IPC and Sections 10, 20 & 38 of UA (P) Act and Elangbam Bobo alias Khanganba under Section 120B of IPC and Sections 10, 20 & 38 of UA (P) Act .
"The case pertains to illegal activities of People's Revolutionary Party of Kangleipak - United People's Party of Kangleipak (PREPAK-UPPK), a proscribed terrorist organization of Manipur.
All the accused persons have been charge sheeted for entering into a criminal conspiracy of waging war against India, for being members of terrorist organization and also for raising fund for terrorist organization, etc", the NIA statement said.
The other charge sheet has been filed in NIA Crime No.RC-03/2011/NIA-GUW against accused Amita Sinha, wife of accused Kh.
Gopendro Singh alias Lanheiba Meitei under Section 120 B of IPC and Section 21 of UA (P) Act 1967 and against accused N.Luxmi Devi, wife of accused N.Priyokumar Singh alias Kesho Meitei under Sections 120B, 420, 468 & 471 of IPC and Section 21 of UA (P) Act 1967 as amended.
"Both the accused have been charged for entering into a criminal conspiracy, cheating, forgery and knowingly holding property derived from commission of terrorist act by Kangleipak Communist Party (KCP), a proscribed terrorist organization of Manipur," the NIA statement added.
