PMGSY works: 77% for hills; valley gets 23%, says Ngajokpa

Rural Development and Panchayati Raj (RD&PR) Minister Francis Ngajokpa on Tuesday revealed that as on date, under the Pradhan Mantri Gram Sadak Yojana (PMGSY), the Government of India has sanctioned works for 6290.66 km, out of which 4819.26 Km (77%) is for the Hill Districts and the remaining 1471.40 only (23%) is for the Valley Districts.
While speaking to media persons at his office chamber, the minister said that total approved cost for the total sanctioned length is Rs 2290.95 crore.
Out of which Rs.1739.35 crore (76%) is earmarked for the Hill Districts and remaining Rs.551.60 (24%) is earmarked for the Valley Districts.
He said that the State Government with Manipur State Rural Roads Development Agency (MSRRDA) is committed and relentlessly pursuing the objective of providing connectivity to the unconnected habitations of rural and far flung remote areas both in the hill and valley areas of the State.
"This is all the more clear from the distribution of works between the valley and the hill districts.
It is also worth to mention here that, PMGSY works executed by MSRRDA is rated as one of the best performing agency in the Northeastern region in terms of the progress of works executed and quality factors", said Ngajokpa.
It may be mentioned that PMGSY was launched in 2000-2001 under the Basic Minimum Services (BMS) and its implementing agency was the District Rural Development Agency (DRDA) till 2004.However, from January 2005 onwards, PMGSY programme was handed over to MSRRDA under the RD&PR Department, Government of Manipur.
At the District level, it is the working units/divisions called Programme Implementation Unit (PIU) of MSRRDA with the executive engineer as the technical head who supervise and monitor the implementation of PMGSY works in all the nine districts of Manipur.
PMGSY programme envisages for providing all weather road connectivity primarily in the rural areas/habitations with a population of 250 persons and above.
In pursuant to the guidelines of PMGSY, the procurement of works under PMGSY is done through open tender only.
Special class contractors of State PWD and first class contractors at the national/central levels only are illegible to participate and bid in the PMGSY tender process.
E-procurement/e-tender of PMGSY works in Manipur State started from phase.-VII onwards.
As of now, MSRRDA had successfully conducted e-tender for PMGSY works up-to phase-X and work orders for Phase-X has been already been issued and the works are in good progress, said the minister.
