Imphal, May 23 2013 :
The surrendered cadres of United People's Party of Kangleipak (UPPK) are all set to sign a trilateral Memorandum of Understanding (MoU) with the Indian Government and Manipur Government here tomorrow.
According to a reliable source, during the signing of MoU, UPPK cadres would be led by their General Secretary Chinglemba Mangang alias Shanti, who was earlier placed under the judicial custody while Joint Secretary of Union Home Minister (NE in-charge) Shambhu Singh and Chief Secretary of the State DS Poonia would represent the Union Government and State Govt respectively.
UPPK General Secretary Shanti was arrested by a team of National Investigative Agency (NIA) from an Indo-Myanmar border area last year.
He has been released from the jail recently and he would be reaching Imphal to sign the trilateral MoU with the Government tomorrow.
The surrendered cadres of UPPK numbering around 45 of them have been staying at the Camp of 27-Assam Rifles located at Kakching Lamkhai in Thoubal district.
Their designated camp is also being planned at a place in Chandel district.
General Secretary Shanti is also likely to stay at the Camp of 27-Assam Rifles.
Earlier, the UPPK had several round of talks with the Government and has been demanding the release of its General Secretary Shanti.
Meanwhile, the police are collecting every bit of information from the localities for the purpose of verifying the surrendered cadres.
It may be recalled that several agreements including land allotment to surrendered UGs were made yesterday during the tri-lateral talks held between the surrendered UG Groups, Manipur Government and Indian government at the office chamber of State Principal Secretary (Home) .
The talks were held in two rounds in which Principal Secretary (Home) Dr Suresh Babu represented Manipur Government while Joint Secretary (Home) NE in-charge Shambhu Singh represented Indian government.
The first round of talks was held with the leaders of URF, KYKL (MDF) and KCP (Lallumba) while the leaders of UPPK attended in the second round.
The proposal for allotment of land at Koirengei Botanical Garden raised by the surrendered UGs was, however, dismissed by the Government as the proposed land falls under the Reserve Forest Area.
Nonetheless, the Government officials assured allotment of land not less than 150 acres at a proper area for the establishment of an ideal village which would include a martial art school and also a non-residential open school.
