ADC devolution almost complete: CM

All necessary powers for the performance of Autonomous District Councils (ADCs) have been delegated and devolved to the members, said Chief Minister Okram Ibobi Singh on a visit of a construction site in Chingmeirong in Imphal meant to accommodate the administrative office of the ADC.
The Chief Minister assured that the process of devolution of powers to ADCs would be completed soon, with more powers delegated to the members.
The Autonomous District Council (ADC) complex with 33 rooms on the south block and 27 on the north block, will accommodate members of the ADC who are hamstrung in performing their administrative functions in the hill districts as required.
Even as the government thinks it has successfully conducted elections to the decade-long stalled ADC, some sections of the society, particularly the Nagas, are yet to endorse the sanctity of the election and the subsequent powers and functions of the autonomous body.
The visit by the Chief Minister came following an instruction from the Centre to make available facilities of lodging, fooding and administrative offices for the ADCs.
Later Chief Minister, O Ibobi Singh also visited the construction site of the ' 4.5 crore state TB and leprosy hospital in Wangkhem in Imphal which has been transferred from its earlier site in Lei Ingkhol where a civil secretariat is being constructed.
The hospital is set to be completed in June, 2012 and the Chief Minister has given instruction to engage more laborers to speed up the construction.
Education minister DD Thaisii, Deputy Secretary of Manipur State Planning Board, Bijoy Koijam, Manipur Chief Secretary DS Poonia and DGP Y Joykumar accompanied the Chief Minister in the tour today.
