4122 trainees accommodated at MPTS against its capacity of 700 only

The Manipur Police Training School (MPTS), Pangei exploded, not by bomb, but due to excessive intake of trainees when 4122 newly recruitment personnel of constable rank were accommodated at one time for imparting training.
The (MPTS), Pangei in Imphal east district, the only Police Training Centre run by the state government have only 700 personnel (a battalion strength) intake capacity but police department sent 4122 newly recruited personnel (six battalions strength) at one time for imparting training.
As a result, chaotic situation prevailed, hampering both the trainee personnel as well as to the authority of the training centre.
The authority of the government training centre is a lot of problems in dealing with trainee personnel apart as also in providing diets for them.
The most chaotic situation faced by the trainees was at the time of taking food and going to toilet.

Our staff reporter, who witnessed the situation, compares the scene to the 'Hiyangthang Bor Laikhrumba' where thousands of people throngs at Hiyangthang Lairembi temple on Bor day each year.
The authority is also facing problems in providing accommodations to the trainees.
While providing the accommodation even verandas of the trainees' barracks and other structures inside the complex have been utilizing.
Not only have this, the room which was used as kitchen, dinning hall, and three administrative buildings also been converted into accommodation barracks.
In a barrack of 30 personnel capacity, 60 personnel are being accommodated.
With inadequate number of toilets at the centre, many makeshift toilets have been created but this too is not enough at peak hours.
With regard to the provision of diet to the trainees, the authority could not provide breakfast and other extra food items to them as the present ration rate for a trainee is only Rs 570 per month (Rs 19 per day) which is just not enough with the prices of commodities rising day by day.
Ration money to be provided by the district police are also not regularly cleared.
Amounts provided from the Bishnupur, Thoubal and Churachandpur are being used for managing for supply of food for the personnel.
70 bags of rice per is needed the two meal per day to the trainees.
In such situation, authorities have resorted to giving pass permit whenever a personnel wants to go back home.
Official reports said that police authority sent a total of 4122 trainee personnel to enroll and impart training at one time recently.
MPTS authority divided them into 40 of 100 to 120 personnel strength for imparting training.
They reported a month back but their training is yet to begin as police headquarter is yet to provide required instructors needed for imparting training.
At least eight instructors are required for each company of trainees, according to the officials of the MPTS.
Even though state government has agreed to upgrade the Police Training School to a Police Training College, the mush needed infrastructures for up gradation to police training college are yet to provided.
The conversion is still in the namesake only.
