ATRPFM demands President's Rule

All Tribal Rights Protection Forum Manipur (ATRPFM) has demanded imposition of President's Rule in the State.
In a press statement, ATRPFM said, by virtue of Article 356 of the Constitution of India, if a situation arises in which the Govt of the State cannot carry on administration in accordance with the provision of the Constitution, the President may proclaim PR.
As per provision of Article 371 (C) of the Constitution the Hills Area Committee (HAC) part and partial of Manipur Legislative Assembly which mean without HAC, there can be no Manipur Legislative Assembly in Manipur, the press statement added.
However, since the inception of the Constitution of India, HAC is not functioning in the nature of its jurisdiction, it added.
The order dated 20th June 1972, issued by the then President VV Giri fully devolved the powers and functions of District Councils, allotment, occupation and setting a part of land in hill areas in respect of management of forest, powers relating to the village administrations, and public health and sanitation etc.
However, the above referred powers and functions are not transferred to HAC by the State Govt, the press statement said.
As such, the functions of the HAC has been suppressed.
It is a fact that the Governor of Manipur has never made any report to President of India regarding the administration of the hill areas thereby not getting the benefits under Article 371 (c) .
