'PMGSY final bill withdrawn before work completion'

Khamlang Village Authority has today alleged that the final bill for the construction of PMGSY road from T01/BRTF road to Khamlang village, under Kasom Block has been withdrawn before the completion of the construction work, reports our correspondent.
The village authority further alleged KV Construction Group and its associated officers of withdrawing the development fund just after the time allotted for the work had expired.
However, the PMGSY road construction work is yet to be completed, members of the village authority who had inspected the work said.
The village authority said that the 8-km road, which will serve as one of the shortest routes to southern Tangkhul villages, is in deplorable condition.

Though they had dug the earth along the road, no sign of improvement could be noticed.
There were cracks along the constructed culverts as well.
Assigned contractor was also asked repeatedly in the past by the villagers to follow the PMGSY guidelines while executing the work, the village authority said.
Since the construction work has been brought to a halt for almost a year, the villagers approached MSRRDA last month to inquire into the matter.
The villagers were then told that KV Construction Group had already withdrawn the final bill.
The Department concerned had accepted the completion report without obtaining any recommendation or no objection from the village authority.
The Department has never conducted any official inspection along with the members of the village authority till date.
The village authority, therefore, has urged the higher authority concerned to look into the matter and conduct immediate spot inspection in order to witness the reality of the road condition.
