Hold DPC under reservation policy: ATSUM

The All Tribal Students Union Manipur (ATSUM) has submitted a memorandum to Chief Minister N Biren Singh demanding the State Government to conduct the ongoing DPC process for promotion to 93 MPS Grade II officers from Subedars/Inspectors as per reservation policy as done in the past DPCs or to withhold the said process until the matter is amicably settled.
According to a press release issued by the president and general secretary of ATSUM, the memorandum informed that the Principal Secretary (Finance), Manipur issued an impugned order on May 5, 2010, arbitrarily upgrading the Manipur police officers (Subedars/Inspectors/MR/IRB) to the Group-A Post from Group-C.Thus the SC/ST police officers who are within the zone of consideration/extended zone of consideration were adversely affected and their rights to reservation on promotion was taken away, it alleged.
It mentioned that ATSUM submitted a memo on June 30, 2014 to the authorities concerned, including the Chief Secretary of Manipur, for modification/reconsideration of the said impugned order.
However, till date, the authorities concerned have not taken up any positive steps.
It explained that the DPC for promotion of 93 Subedars/Inspector to MPS Grade-II is under process without attracting reservation policy due to the impugned order.
Therefore, the said impugned order is liable to be quashed and the DPC which is in process may be withheld because, by virtue of the Business of Government of Manipur (Allocation) Rules, 2009, all the matters relating to classification of posts in the State is absolutely within the purview of Personnel and Administrative Reform Department.
As such, the Principal Secretary (Finance) has no authority to issue order in respect of classification of posts in the State, it claimed.
As such the order is not applicable in the present ongoing DPC for 93 Posts of MPS Grade-II from Subedars/ Inspectors.
It further claimed that the order was issued without due process of law and has encroached upon the power and functions of General Administration Department as well as Personnel and Administrative Reform Department.
Further, the Finance Department never referred the matter to the authorities concerned while issuing the order.
Hence, the order is null and void, it alleged.
ATSUM further urged the State Government to conduct the ongoing DPC process as per Reservation Policy as done in the past DPCs or to withhold the said process until the matter is amicably settled.
