The Government of Manipur has issued an order today aimed at streamlining existing Public Distribution System (PDS) and to ensure the PDS items reach the targeted beneficiaries under Jiribam, kangpokpi and Moreh sub-divisions.
According to the order which is in supersession of a previous circular, indent of PDS items shall be placed by the DCs/ADC of Jiribam, Kangpokpi and Moreh addressed to the Director (FCS) in respect of their allocated monthly quota and deposit the cost of PDS items in advance.
Moreover the order consequently necessitates the Director (FCS) to issue allocation order for the indent made by the Jiribam and Kangpokpi authorities as per allotted quota on furnishing of UCs by indenting authority for the previous month.
Another content of the order insists that lifting of PDS items from FCI/FCS godowns to PDCs and PDSC shall be the responsibility of the DC/ADC through their nominated/appointed representatives and transporters.
While the transportation bill is to be submitted by the DC/ADC concerned, the order further directs that for hill districts 'hill transport subsidy' bill should be submitted along with the UC for claiming reimbursement from the FCI for transport of PDS items from FCS/FCI godowns upto PDCs.
Apart from directing the Director (FCS) to issue further allocation of PDS items only on fulfilment of adherence to the prescribed conditions, the order prevails upon the district authorities to consult and take help of public representatives in the effort to reach PDS items to the targeted population.
