KCP (P) has imposed a blanket ban on shooting and screening of digital films and album in Manipur for one year with effect from September 16, 2005 to September 16, 2006.Announcing this in a statement today, publicity secretary of the outfit Leingak Leima Chanu said any body who were found filming or screening digital film and album in defiance of the diktat would be given capital punishment without giving an prior warning.
As for two digital films, namely Star and Dr Yaima, the outfit has banned them forever from screening for distortion of Manipuri culture and tradition, the said said, whileasking the producers of these two film come out with confession of the mistakes committed by them through the newspapers.
Maintaining that film is an important medium through which the culture, tradition and identity of a group of people could be promoted, the statement pointed out that the present trend being seen in the Manipuri digital film is just the opposite.
Apart from imitating the cultural elements of other people, these films have the potential of misleading the people on the true culture and identity of the Manipuri people.
It is really unfortunate that the some of the producers are trying to neglect their own culture and aping other people's culture for the sake of profit making, the statement said, adding that the such films also throw bad light on the image of the Manipuri womenfolk, the KCP (P) said.
The statement further said that after the expiry of the ban, KCP (P) would give permission to shooting of film and album which have quality and follows certain bask rules.
Some of the rule's laid are content and story of the film should be based on Manipuri culture and tradition and not imitate the film of other culture, should not have vulgar acting, it should be whole-some entertainment where all the family members could watch and enjoy together, and there should not be any scene with male and female character embracing each other in the film.
Further, filming should not be outside Manipur and actor/actress from outside Manipur not be casted in the main role, singers from outside Manipur would not be allowed to sing songs in the film nor State singers copy the tune of other people and no remake of other people's film would be allowed.
Moreover, the films are to be made only on 16 mm and 35 mm format and video and digital format would be allowed at all.
There should also be proper dress code while filming scene for college and schools and no women character should be made to, wear trouser.
