Dy CM longs for affable cops

Honouring senior lawyers with presentation of simple gifts, obeisance to departed colleagues and the Deputy Chief Minister Gaikhangam exhorting police personnel to strive for having calming effect upon the common people instead of avoiding them (police) marked the 62nd foundation day celebration of All Manipur bar Association (AMBA) held today at Cheirap Court Complex, Uripok.
As chief guest of the event, Gaikhangam said as both the legal practitioners and the police establishments exist to serve the people there is not only need for close coordination between the judiciary and the executive but the two important entities of democracy should strive to promote healthy relationships with the general public.
Noting that almost every profession in Manipur has its associated professional hazards, the DyCM, who is also the Home Minister regretted the common citizens prefer to keep a safe distance from the police.
Suggesting that police authorities to work out a mechanism to plug the police-public gap so as to ensure smooth and progressive administration, he also called upon the legal fraternity to establish amiable rapport with their public clients.
Stating that among the North Eastern States only Manipur and Assam could claim to have substantive interpretation on judiciary and its ethical practice, the Home Minister appreciated contributions by the bar and bench members for such an enviable status enjoyed by the legal practitioners.
Without much elaboration, he also highlighted that in other States traffic management is the prerogative of the Home Department with the traffic police taking the leading role in settling traffic-related disputes or streamlining vehicular movement contrary to which in Manipur the Transport Department oversees issues concerning traffic management.
Referring to the recent bomb blast at Khoyathong (Nagamapal) area that claimed the lives of nine migrant workers, Gaikhangam cautioned that such irresponsible acts could generate negative repercussions.
Speaking at the occasion as the guest of honour Manipur Advocate General Th Ibohal Singh conveyed that from its ordinary existence within only 50 members in the formative period AMBA today has over 2000 members.
Expressing elation on Manipur having its own High Court besides four District and Sessions Judges, he informed that on September 21 a court of Judicial Magistrate first (1st) class would be opened at Moreh while in October court of Chief Judicial Magistrate would be established in Tamenglong district.
AMBA president Khaidem Manipur presided over the celebration function.
While the event commenced with offering of floral tributes to departed AMBA members, AMBA members over 70 years of age were also honoured on the occasion with presentation of simple gifts.
