Line Depts asked to submit ATR to Planning Dept

The concerned Line Departments have been instructed to provide the Action Taken Report (ATR) to the state Planning Department in connection with the statements issued by Union Planning Commission at the time of approving the annual plan size of financial year 2012-13 and the 12th Five Year Plan of the state.
According to reports received from the State Planning Department, a joint meeting of the Chief Minister of Manipur with Deputy Chairman of Planning Commission Montek Singh Ahlluwalia was held in Delhi on June 6 last to finalize the annual plan size of 2012-13.The Action Taken Report of the statements made by the Deputy Chairman is to be made available by the concerned Line Departments.
Consequently, necessary instructions have been given to the Additional Chief Secretary, Principal Secretary, Commissioners, Secretaries, Head of Departments of Manipur Rural Development and Panchayati Raj and the Project Director of Loktak Development Authority.
During the joint meeting with the Chief Minister, the Deputy Chairman of Planning Commission Montek Singh Ahlluwalia also made some other important statements which are to be given priority in Projects List of the 12th Plan.
According to the 12th Five Year Plan, priority should be paid to roads and bridges, power and drinking water; no small projects that can be taken up under the normal plan programme should be included in the priority project list; funds should be equally allocated to both the hills and the plains; priority should be made in developing the infrastructures of primary health centres, schools and other offices and quality should be maintained in executing the programmes and projects of the 12th five year plan.
It may be recalled that the annual plan size of Manipur was fixed at Rs 3500 crores during the meeting of Chief Minister O Ibobi Singh and Deputy Chairman of Planning Commission Montek Singh Ahlluwalia at Delhi on June 6 last.
