Manipur Unit of All India Human Rights Association (AIHRA) has urged Principal Secretary (Hills) to initiate necessary procedures for expeditious disposal of the long pending cases of appointment to the posts of primary teacher concerning next of kins of employees who passed away while serving in District Councils of Manipur, under die-in-harness scheme on compassionate ground.
In a memorandum reportedly submitted on February 26 to the Principal Secretary (Hills), AIHRA organising secretary Rockson Shimray conveyed that after untimely demises of the District Council employees, the bereaved family members had been enduring severe financial hardships with the problems further compounded due to absence of schemes that could ameliorate the suffering.
The AIHRA representation pointed out unlike colleagues of other departments, District Council employees are not covered by schemes that could provide solace to the bereaved family members.
As there is no death cum retirement benefits such as family pension, gratuity, commutation on pension, final payment of GPF etc, the only hope for these families is the appointment under die-in-harness scheme, the rights body maintained.
Nearly 3453 posts of primary teacher had been created by the Govt of Manipur for schools under District Councils out of which five percent has been set aside/reserved for appointments under die-in-harness scheme on compassionate ground, the memo highlighted.
It further prevailed upon the Principal Secretary (Hills) that for filling up the remaining posts after the reservation percentage, a written test examination was conducted followed by viva voce test the result is yet to be declared.
The situation is more of less similar for those who applied under the die-in-harness scheme as till date no appointment had been effected which is akin to violation of constitutional rights of the deserving candidates, it maintained while expressing that appointment orders be served within March 15 for end of justice.
