ADC (Cdl) chairman alleges fund denial by DC

Chairman of Autonomous District Council (ADC), chandel Lhukhosei Zou has accused the District Programme Coordinator (Chandel), in collusion with the programme officer and village authorities, of stalling development works in the district.
Speaking to newspersons at the 2nd Manipur Rifles office of ADCs today, Lhukhosei claimed that the Deputy Commissioner, who is the District Programme Coordinator, in connivance with the programme officer and village authorities, has been unjustifiably holding back 25 percent of the development work fund supposed to be provided to the ADC for implementing various welfare schemes.
Elaborating on the charges against the DC, he said that development fund under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) should devolved to the village authority at the rate of 50 percent while line departments and ADC are entitled to 25 percent each of the fund.
As the fund percentage meant for ADC has not been put in the account of the ADC no development work could be implemented for which the DC (programme coordinator), programme officer and village are liable to be held responsible, the chairman maintained.
Pointing out that denial of 25 percent fund to the ADC amounts to violating prescribed guidelines, Lhukhosei desired that higher authorities initiate suitable action against the erring officials so that people of Chandel do not suffer from development deprivation.
With regard to alleged demeaning comment by Naga Chiefs' Association, Chandel against the ADC members, he reminded all concerned that ADC members represent people of their respective ADC constituencies for they had the mandate of the people.
Lhukhosei suggested that instead of the DC post, chief executive officer be created to facilitate smooth implementation of development works by ADCs.
