The so called development being witnessed in India is unequal development, benefiting only a small minority.
In the same pattern, none of the development activities taken up in Kangleipak were guided by any long term vision.
By building/distributing some churches/temples, computer sets, sewing machines, TVs, medicines, playground etc, one cannot claimed that there is development.
Out of the total population of Kangleipak, less than 27 per cent are employed while 68 per cent of the youth population are unemployed.
To the UPPK, only those policies and programmes aimed at providing employment to the more than 4 lakh unemployed people are real development, all other activities are deceptions.
For preserving culture of a nation, the nation should have a sound economy.
As such, preservation of the national culture of Kangleipak demands economic well being among all the people of Kangleipak.
But the prevailing situation is not conducive for cultivating any healthy culture like industriousness.
There is little job avenue.
Even if people are working hard, they are getting little profit.
Moreover, there is very few people who respect dignity of labour.
In such scenario, many people have taken to bootlegging, black marketing and other immoral activities for survival.
Incorporating impressive lessons on culture in school syllabi is not enough for grooming ideal culture.
"All the refined culture of different localities and nations may be absorbed into our culture.
Even the modern internationalised culture may be incorporated into our culture if it is progressive", the outfit asserted.
"After all we are all human beings.
There is no harm in importing more refined human culture from other nations", it observed.
Just like in America, where the people look down upon black people even after abolition of slavery system, some people have been discriminating other in Kangleipak too.
To realise integration in its true sense, people should shed such discriminatory attitude.
Saying that religious and ethnic extremism is still prevalent in the society.
Religious fundamentalism (Blue law) witnessed in America a century back is operating in the Northeastern State even today.
It would be more correct to focus on class division between haves and have nots instead of mixing up politics with religion and ethnic extremism.
Stating that truthfulness of history cannot guarantee sovereignty, the outfit remarked that history of a nation is changeable and may change.
Truthfulness of history provides a strong rallying in the freedom struggle but what is more imperative in any revolutionary movement is support and participation by the mass.
Quoting Mao Tse Tung, the UPPK remarked that revolution is like a tug of war.
The party which can win the mass will emerge victorious.
Understanding this, the Government of India has been making all efforts to pull the people of Manipur on their side.
In view of such strategy adopted by the Government of India, it is crucial to re-think what should be the first step of a revolutionary movement.
As for the UPPK, power struggle between the party and the Government should be the foremost priority, it declared.
In the view of the party, development programmes, education, sports, culture, eradication of corruption, streamlining PDS etc should be taken up after liberating the land.
With this understanding and accepting the mistakes committed in the last 34 years of the revolutionary movement, the party has started remediating the lapses and flaws, it added.
