Chief Minister Okram Ibobi has stated that the exact cause and circumstances leading to the death of Loitam Richard has not been verified till date.
To establish the facts and circumstances regarding the suspicious death of Richard, the State Government has been insisting upon the Centre to institute a CBI enquiry.
The Chief Minister was speaking by the sideline of a tree plantation drive at MG Avenue today.
The tree plantation drive was undertaken by Horticulture and Soil Conservation Department in collaboration with Imphal Bazar Community on the theme 'Green Imphal, Green City' .
Stating that the State Government has been communicating with the Government of Karnataka from time to time with regard to Richard's death, Ibobi maintained that there has been no conclusive finding on the causes of the death.
To establish the facts and circumstances of the death, the State Government has been urging the Centre to depute a neutral agency like CBI to probe the case, Ibobi stated.

Saplings planted around Imphal city earlier with a view to make Imphal city a green city did not serve much purpose as they were too young.
He appealed to all the shopkeepers and vendors to protect the saplings planted today.
The saplings planted today were bought from Kolkata at the rate of Rs 2000 per piece.
Most of the Congress Ministers and some opposition MLAs were also present during the tree plantation drive.
Notably, the State Government had already sent SP Dhanakumar to Bangalore to collect first hand information about Richard's death.
Richard was studying at Acharya NRV College of Architecture, Bangalore.
