Review promotion, says MHA

The Ministry of Home Affairs has asked the State Government to review the proforma promotion given to four IPS officers who were on central deputation.
The four officers were given proforma promotion after Election Commission of India appointed senior IPS officer R Baral as DGP of Manipur in the run up to the 10th Manipur Legislative Assembly election.
A reliable source informed that the State Government has been asked to review the proforma promotion given to JC Dabash, Rajinder Kumar, Saheed Ahmad and Khiniya Ram which entitled them to apex scale, and also to send a report to the Union Home Ministry.
The instructions from the Home Ministtry made it clear that the proforma promotion effected by the State Government is not in consonance with the provisions laid down with respect to IPS officers.
Interestingly, the four IPS officers who were on central deputation are senior to DGP R Baral.
Whereas R Baral belong to the IPS batch of (MT-82), JC Dabash, Rajinder Kumar and Saheed Ahmad belong to the 1979 batch Manipur-Tripura Cadre, .
Khiniya Ram is IPS (MT-81) .
In addition to the existing post of DGP, one post of ex-cadre was also created by the State Government.
After this, more posts were created for a term of two years in the name of Officer on Special Duty with monthly emolument at the apex scale.
Citing Rule 11 (7) of the IPS (Pay Rules, 2007,) the Ministry of Home Affairs, said that no more ex-cadre post of DGP should be created at the Apex Scale.
It is reported that the Home Ministry has instructed the State Government to avoid similar situations in future and to review the decisions.
