New Delhi meet to finalise State's project size

Imphal, April 21: Consequent to the decision of the State Government for implementing various Centrally sponsored projects including those which are already under execution and new ones over the period of three financial years including the current fiscal, a final joint meeting to discuss and finalise the matter with the Planning Commission of India has been convened at New Delhi on Monday.

According to an official source, during the meeting to be held at New Delhi attended by State's top officials of Finance and Planning Department, a final decision on the project proposal for funding under Special Plan Assistance for various projects, both the old and the new ones would be taken.

The official team of the State Government would be led by Chief Secretary Jarnail Singh for the meeting.

The Chief Secretary has reportedly left Imphal for the National capital today.

The Planning Commission of India has sanctioned a total amount of Rs 1384.71 crores as Special Plan Assistance for taking up various projects during the three fiscal years, 2007-08, 2008-2009 and 2009-2010.Out of this, the amount earmarked for utilisation during the current financial year is Rs 500 crores.

Commencing from the current financial year, the State Government is keeping the target of completing the new projects as well as old ones over the period of the three financial years.

For the said purpose, the total amount earmarked for fiscal year 2008-09 is Rs 543.21 crores and Rs 350 crores for the fiscal year 2009-2010.Among the projects which are already under implementation, a sum of Rs 399.42 crores has been set aside for purpose of construction of the Capitol Project and Mini Secretariat buildings.

Out of the total amount of Rs 213 crores meant for the Capitol Project, Rs 50 crores is to be expended during the current financial year while Rs 113 crores and Rs 50 crores in the subsequent two financial years respectively.

From the amount earmarked for the construction of the Mini Secretariat, a sum of Rs 75 crores is to be utilised during the current financial year and the remaining Rs 111.42 crores in the subsequent financial years.

It may be noted here, out of the total Rs 300 crores sanctioned for the Capitol Project, Rs 200 crores had already been released by the Centre during the course of the last two fiscal years.

However, from out of Rs 150 crores withdrawn by the State Government in the last fiscal year, Rs 100 crores had been re-appropriated/diverted to other Departments/projects.

While from out of the total amount of Rs 286.42 crores meant for the purpose of construction of Mini Secretariat buildings, Rs 100 crores had already been withdrawn and utilised.

Education: Out of Rs 98 crores projected for funding under Special Plan Assistance Rs 69 crores has been bracketed for the Department of Education (School).

Including development of infrastructures of Manipur Public School, Sainik School and Board of Secondary Education, Manipur at an estimated cost of Rs 2 crores each in the current fiscal year, a sum of Rs 33 crores has been projected for development of 11 higher secondary schools both in the hill and valley during the three financial years.

The project proposal has also include a sum of Rs 30 crores for upgradation of school buildings including hostel facilities and quarters for teachers in all the blocks of the hill districts during the said period.

As for Higher Education, out of the total Rs 14 crores projected Rs 10 crores is being targeted for use in the current fiscal on acquiring an additional 200 acres of land for expansion of Manipur University and the remaining Rs 4 crores is meant for upgradation of the infrastructures of LMS Law College over the next two fiscal.

For the Technical Education, a sum of Rs 15 crores has been included for acquiring 300 acres of land for construction of the proposed National Institute of Technology during the current fiscal year.

Games & Sports: Taking cognisance of the existing sporting talents in the State, a projection for sanctioning of Rs 53 crores for development/upgradation of the required infrastructures during the three fiscal years has been mooted.

Starting from the current fiscal year, a sum of Rs 15 crores each has been projected to be spend for setting up one sports complex each at the district head quarters of Thoubal, Chandel and Senapati during the three fiscal years.

Moreover, for development of Regional Sports complex at Takmu including clearance of water Hyacinth, a sum of Rs 18 crores has been included.

Out of the total projected amount, Rs 7 crores would be utilised in the current fiscal year, Rs 8 crores in the next fiscal year 2008-09 and not less than Rs 3 cores during 2009-2010.

Road and Bridges: Out of the total projected Special Plan Assistance amount of Rs 31.50 crores , Rs 5 crores in this current fiscal year and Rs 10 crores and Rs 4 crores respectively in the subsequent two fiscal years would be spend on construction of a Pucca bridge at Serou.

For the construction of drain along both sides of the NH-39 from Krishna Premi Oil Pump to Canchipur and improvement of Singjamei Road, an estimated cost of Rs 8 crores has been projected.

Leishang Hiden would be developed with utilisation of Rs 10 crores in the current fiscal year and another Rs 5 crores in the next fiscal year.

An RCC bridge would be construction over Khuga River at an estimated cost of Rs 5 crores during the current fiscal year and a double bailey bridge at an estimated cost of Rs 2.50 crores over Leimatak river at Nungleiband.

Public administrative buildings: Along with the target of constructing nine guest houses at the district head quarters of the hill districts including Mao, Jiribam, Nungba and Sinzawl at an estimated cost of 9 crores during the current fiscal year, construction of building for seven new block headquarters in the hill areas at an estimated cost of Rs 7 crores and renovation of the second floor of the Manipur Bhavan at Ulubari, Guwahati at an estimated cost of Rs 2 crores and improvement of the bungalows of Speaker, Deputy Speaker and Chairman Hill Area Committee at an estimated cost of Rs 1 crore each has been included.

Health Department: In Health Sector, out of the total projection of Rs 23.33 crores, Rs 10 crores is meant for construction of staff quarters at JN Hospital and all hill districts of the State.

Apart from the project proposal of Rs 9 crores in the current fiscal year for procurement of essential equipment of JN Hospital, Porompat, a projection has been for Rs 7 crores in the during 2007-2008, Rs 3.33 crores during 2008-2009 and Rs 10.33 crores during 2009-2010 for the purpose of strengthening of administrative infrastructure of the Medical Department.

Water Supply: Out of the projected amount of Rs 30 for the water supply, Rs 20 crores has been earmarked for upgradation of distribution network for Imphal City including Imphal Area (Phase-II) during the current fiscal year and Rs 10 crores for upgradation of the Zone-I, II and III of Churachandpur Water Supply Scheme.

Art and Culture: Out of the total projected amount of Rs 26 crores for the Art and Culture, Rs 3 crores during the current fiscal year, Rs 1 crores each in the subsequent two fiscal years is meant for development of the memorial of Maharaja Gambhir Singh.

Besides this another Rs 3 crores each during the current fiscal year and the next fiscal year is meant for shifting of Manipur State Kala Akademi and Rs 5 crores each during the current and the next fiscal year for the purpose of development of Kangla Fort and Archeological Heritage Park.

Over and above this, Rs 3 crores for the construction of the building of Imphal Art College and Rs 2 crores for the construction of the Government Dance College at Palace Compound during the current fiscal year has been included.

Home Department: Out of the total projected amount of Rs 219 crores, Rs 71.50 crores during 2007-2008, Rs 100 crores during 2008-2009 and Rs 47.50 crores during 2009-2010 is meant for construction of the police building/housing.

MAHUD: For MAHUD Department, a total projection of Rs 24 crores has been made out of which Rs 12 crores in the current fiscal year and another Rs 12 crores in the next fiscal year would be spend on development of infrastructures in the hill areas.

Food and Civil Supplies (FCS): A total projection of Rs 4 crores has been made for construction of FCS go-downs at Chandel, Senapati, Churachandpur and Tamenglong districts during the current fiscal year.

Power Department: Out of the total protection of Rs 25.46 crores would be spend on renovation and modernisation of 132/33 KV Sub-station at Yurembam under the funding pattern of Rs 10 crores during the current fiscal year and Rs 11.46 crores in the next fiscal year.

While the remaining Rs 4 crores would be utilised for the purpose of installation of 33/11 KV sub-station at Kangla during the current fiscal year.

Science and Technology: For Science and Technology, the total protected amount is Rs 25 crores, out of which Rs 10 crores in the current fiscal year and Rs 15 crores in the fiscal year is meant for upgradation of IT Park infrastructures at Mantripukhri.

Transport: The total projected amount is Rs 16 crores.

Out of this, Rs 10 crores in the current fiscal year and Rs 5 crores in the next fiscal year is meant for upgradation of City Bus Terminal at Khumanlampak while the remaining Rs 1 crore is meant for upgradation of City Bus Terminal at Churachandpur during the current fiscal year.

Loktak Development Authority (LDA): The largest projection of Rs 350 crores has been made for the development of Loktak Lake.

Out of the projected amount Rs 50 crores during the current fiscal year, Rs 100 crores during the fiscal year 2008-2009 and Rs 200 crores during fiscal year 2009-2010 would be utilised for the stated purpose.

Tourism: For the development of Tourism industries in Manipur, the total projected amount under the Special Plan Assistance is Rs 5 and it would be used for the development of Sadhu Chiru waterfall complex including guest house.

Rs 3 crores would be utilised during the current fiscal year and the remaining Rs 2 crores during the next fiscal year.
