Preparations are being made for probing various scandals in the State Govt.departments by the officials of the Central Bureau of Investigation (CBI) during the tenure of the President's Rule in Manipur.
EN Rammohan, Advisor (R) disclosed to this reporter today that three officers of the CBI are now examining the files of the scandals of various Government Departments to take up the cases.
The State Government has already transferred more than 30 cases of various departments with the FIRs for probing the scandals.
The investigating agency, however, has not yet registered any of these cases as it is closely examining the documents, Rammohan said.
Asked if the CBI would register the cases at its Imphal branch, he replied in the negative saying that the Central Investigation Unit (CIU), New Delhi will register the cases for probing the scandals.
The CBI examinations may reveal irregularities in most of the Departments, he remarked.
The CBI officers are examining two cases, one, of the FCS Department and the other of the PHED, to get cases registered with it.
The FCS case was taken as claim was made for transportation charge of wheat worth Rs 57 lakhs from Dimapur to Imphal in March this year even though the transportation was not done actually as the wheat was lost somewhere in Dimapur.
The PHED case was concerning the supply of raw materials for the construction of a water supply scheme at Kangchup with the help of France Government last year.
The investigation will also cover the supplier and the contractor as the raw materials given by the supplier from Calcutta are different from those delivered by the contractor here, he said.
Asked about the nature of action to be taken against those found guilty for the scandals, he said strong and punitive actions will be taken against them.
On the other hand, the case of the infamous ex-gratia scandal referred to the CBI by then Radhabinod Koijam Ministry was already registered by the investigating agency, the DGP AA Siddique said.
The CBI, however, has not yet begun the actual task of investigation in the case even though suspension order of an SP and a doctor issued in connection with the scandal had already been revoked, he added.
Both the Advisor (R) and the police chief said that there will not be any room for corruption in the recruitment of personnel of the 3rd IRB to be raised in the State.
