Imphal, October 14 2021: Chief Minister N Biren Singh today launched the "Chief Minister's Health for All" scheme in a function held at the CM's Secretariat.

The scheme was announced by the Chief Minister on the 71st Birthday of Prime Minister Shri Narendra Modi on September 17.Door-to-door health screening will be conducted across the State and Jan Aushadhi medicines will be provided to patients free of cost for primary health care under the scheme.

CMHT and Ayushman Bharat health cards will also be issued to the patients having severe and chronic illness, if eligible.

The Chief Minister distributed ASHA+ devices, smartphones and tablets to CHOs, Nurses and ASHA workers for the said purpose in today's function.

Screening will be done using a hand-held device known as ASHA+ for 10 non-communicable diseases, viz Hypertension, Diabetes, Heart Disease, Kidney Ailments, Respiratory Disease like COPD, three common Cancers (Oral, Breast and Cervical), Mental Health problems and Stroke/Post Stroke.

In the first phase, 1628 villages from across all districts of the State will be selected.

These villages will be linked to 118 Primary Health Sub Centres, 29 Primary Health Centres and 7 Community Health Centres.

Speaking at the occasion, Chief Minister N Biren Singh said that the Government is putting special focus on certain sectors like health, education, law and order and building up a self-reliant economy.

Saying that 64 villages (4 each from 16 districts) will be immediately covered under the "Chief Minister's Health for All" scheme, the Chief Minister also exuded confidence that the scheme will be effectively implemented in all villages within a span of two months.

The devices to be used for screening the diseases under the scheme are of high standard being approved by Bureau of Indian Standard (BIS) and Indian Standard Organisation (ISO), he continued.

He mentioned that the BJP led Government has introduced various welfare schemes under different departments for the welfare of the people like Chief Ministergi Hakshelgi Tengbang (CMHT), Chief Ministergi Sotharabasingi Tengbang (CMST), School Fagathansi Mission etc.

The Chief Minister further stressed that CMHT was launched within a few months after the installation of the present Government.

To transform and improve the education sector in terms of physical and manpower infrastructure at par with the private schools, the 'School Fagathansi' Mission was implemented, he added.

He mentioned that according to the School Education Quality Index released by NITI Aayog, Manipur topped among smaller States in the country.

Maintaining that there is inclusive development in the last four and half years, N Biren Singh stated that apart from the implementation of welfare schemes, the Government has introduced 'Go to Village' and 'Go to Hills' missions so as to deliver governance at people's doorsteps.

'Go to Hills' initiative has been not only helping the Government in assessing the state of hill districts but it has also brought better road connectivity, improvement in health, education and other sectors, he claimed and stated that a white paper on all the developments taken up in the hill districts will soon be produced.

Taking a swipe at those leaders/MLAs who lead luxurious life in Imphal and visit their respective Assembly Constituencies only at the time of elections, Biren also charged that their role is nothing but to harm State's integrity.

In the agriculture sector, he stated that the Government has taken up various projects for ground water extraction and construction of dams to provide perennial irrigation to the paddy fields.

Such initiatives will increase the agricultural produce, he added.

Stating that the Government is working its best to improve the healthcare sector, the Chief Minister said that the Government has installed Oxygen plants in all the 16 districts of the State in the last few months.

Prefabricated hospitals would be constructed in the district hospitals of Tengnoupal, Noney, Kamjong and Pherzawl, he said.

He also mentioned that a Centre of Excellence would be established at JNIMS and RT-PCR testing machines would be installed in eight district hospitals of the State.

He further stressed that solar panels would be installed in all CHCs and PHCs so as to provide 24x7 power supply.

N Biren Singh also announced that 'Weekly Evening Clinics' will be opened in three Urban Primary Health Centres viz- Minuthong, Mantripukhri and Singjamei especially for construction workers and labourers.

The clinics will be open from 4.30 pm to 6.30 pm daily, he added.

The Chief Minister also appreciated the ASHAs and Anganwadi workers for their selfless service during the pandemic.

He announced that the Government would increase the remuneration of ASHA, Anganwadi workers and Anganwadi helpers soon.
