Imphal, March 15: All Tribal Students' Union, Manipur (ATSUM) has expressed unhappiness over the ruling of the Speaker in referring the Manipur Autonomous District Council (ADC) BIll to the Select Committee.

The ruling of the Speaker was an attempt to disrupt the process of passing the Bill for holding early election of the ADC as fixed by the State Cabinet, general secretary of the student body Thomas Taishya said in a statement.
