Retired UDC elbows out others in LDA

Financial matters of Department of Loktak Development Authority (LDA) are currently handled by a retired UDC making the regular UDC and LDC redundant.
According to the official source, the post of Account Officer is presently held by a retired UDC thereby messing up the function of the department.
An executive engineer discharged the duty of AO before he retired in 2013, but the post is currently held by the retired UDC who is engaging a Khalashi, a Grade-IV for handling the financial matters, which is officially unacceptable.
The Khalashi is acting as the cashier and also holding the post of EPF which are to be held by an LDC or a UDC.
The source added that the department does not have its Store Keeper.
Now, there are two UDCs and seven regular LDCs and four work charged LDCs who are getting salaries without doing any duty.
The retired UDC who is the AO of the department has been holding the post since nearly one decade.
As per an order of the High Court of Manipur he cannot hold the post more than three years, it said and appealed to the authorities concerned to look into the matter.
