Imphal, January 07: A people's convention held here yesterday under the aegis of Delimitation Watch Manipur decided to observe a day of protest on January 10 to send out a loud and clear message to all authorities including the Government of India and the Delimitation Commission of India that the people of Manipur would not accept delimitation of the existing Assembly and Parliamentary constituencies based on the 'fictitious' census report of 2001.After a detailed deliberation on the issue, the convention held with Heikrujam Nabashyam, Naorem Dinachandra Singh and Ng Jugeswor as presidium members came to the conclusion that the census authority had flouted all norms while taking the census report of 2001 in Manipur and published a highly erroneous census data.

The convention noted that in the districts of Senapati, Chandel and Ukhrul, the population figure has been recorded unbelievably high to the extent of doubling the actual figure whereas in the four districts of Imphal East, Imphal West, Thoubal and Bishnupur, which have the highest population growth due to influx of people from other districts for better amenities have shown incredibly low growth rate of little above 18 percent which is untrue.

Maintaining that the intention of the Census authority of India is quite questionable and the Govt of India is answerable for the unjustified mistake, the people's convention strongly condemned the Govt of India's production of the fictitious census 2001.While opposing to any attempt by the Delimitation Commission of India to delimit the Assembly and the Parliamentary Constituencies of Manipur on the basis of such fictitious census report, the convention demanded the Govt of India and the Delimitation Commission of India to keep on hold the delimitation process till a sensible and genuine census is conducted in 2011 AD or to delimit on the basis of census report of 1991 AD.

Opposing to any move to include the Assembly segments of Bishnupur district to Outer Manipur Parliamentary Constituency, the convention also decided to observe January 10 as a day of protest against the wrong committed by the authority.

Along with submitting a memorandum to the Prime Minister of India highlighting the issue as well as the resolution adopted during the convention, the Delimitation Watch Manipur has also appealed to the general public and the transporters to cease work on January 10 from 6 am to 6 pm to give out a message to the Government of India and the Delimitation Commission that the people of Manipur would not accept delimitation process on the basis of the controversial census report of 2001 .

In a statement, press in-charge of Delimitation Watch Manipur N Hemchandra Singh informed that it would decides the future course of action to be taken up in accordance to the outcome of the meeting of Delimitation Commission which is scheduled on January 11 .

On the other hand, a meeting of all political parties of Bishnupur district held yesterday at Nambol Congress Bhavan has also strongly opposed to any move to delimitation of he existing Assembly and Parliamentary Constituencies on the basis of the census report of 2001 .

While resolving that the delimitation effected on the basis of 2001 census should not be accepted under any circumstances by the people and political parties of Bishnupur, the meeting also made it clear that the Delimitation Commission of India should not include any Assembly segments of Bishnupur district to the proposed Outer Manipur Parliamentary Constituency.

To meet future challenges in this regard, a committee called All Political Parties Bishnupur District Level Delimitation Objection Committee has also been constituted during the meeting with W Maipak Singh as chairman, Kh Ibobi Singh as vice president and H Boyai Sigh as convenor.

A public meeting convened by Moirang Block Delimitation Objection Committee in association with Eramdam Kanba Ima Lup, Moirang Block Mahila Congress Committee, All Moirang Mahila Mandal and women vendors of Moirang Keithel today has also adopted various resolutions to the effect of opposing delimitation based on the 2001 census report.
