Cabinet discusses Budget estimates, Bills

Imphal, February 24 2024: The State Cabinet has discussed the Budget Estimate and Bills which will be tabled in the upcoming Assembly session.

Today, a Cabinet meeting was convened at the conference hall of the Chief Minis- ter's Secretariat with Chief Minister N Biren Singh in the chair and held discussion on some agenda.

The fifth session of the 12th State Legislative Assembly will begin on Fe- bruary 28.It will have five sittings and conclude on March 5 .

Speaking to the media after the Cabinet meeting at his residential quarters at Lamphelpat today, spokesman of State Government Dr Sapam Ranjan, who also holds the portfolios of Health and Family Welfare and IPR said that six agenda related to Budget and some unlisted agenda were discussed during the meeting.

He said that the full Budget won't be tabled in the upcoming Assembly session.

Continuing that the Assembly session was called to discuss Vote on Accounts, Dr Ranjan maintained that there was a discussion on 'Budget-2024-Revised Estimate 2023-24 and Budget Estimate 2024-25 (Vote on Accounts) of the Finance Department', 'The Manipur Goods and Service Tax (Sixth Amendment Bill), 2024,' and 'The Manipur Fiscal Responsibility and Budget Management (Fifth Amendment Bill), 2024' during today's Cabinet meeting.

Dr Ranjan went on to state that the Cabinet has approved tabling of 'Reports of the Comptroller and Auditor General of India during the Assembly session.

He informed that the Cabinet agreed to propose implementation of the recommendation of 2nd Na- tional Judicial Pay Commission for payment of allow- ances to the Manipur judicial service w.e.f.01.01.2016, in compliance with the Supreme Court's order.

The Cabinet also decided to place the Manipur Labour Laws (Exemption from Renewal of Registration and Licence by establishment) Bill 2024 in the Manipur Legislative Assembly for enactment as an Act, Dr Ranjan added.

On an unlisted agenda, the Minister conveyed that the Cabinet has approved extension of the service period of some Directors and officers of Government departments who are nearing retirement age.

He elaborated that the Cabinet has agreed to extend the service tenure of Imphal Ring Road Project Director Y Joykumar of PWD by three months.

The service tenure of PHED Chief Engineer, Veterinary Director and LDA's Project Director will also be extended by one year each as agreed by the Cabinet, he continued.

Further stating that the Cabinet agreed to re-engage retired EE of Engineering Cell of Health and Family Welfare Sarungbam Geeta as Consultant Architect of the same department, Dr Ranjan maintained that creation of the posts of one Professor and an Associate Professor in the College of Nursing, Manipur was agreed by the Cabinet to fulfil the norms of the Indian Nursing Council.

The Cabinet has also given green signal to open a super speciality branch of Pulmonary Medicine and Critical Care in JNIMS, set up a Registrar, Translation Wing to translate the judgment of the Manipur High Court to Meitei Mayek and Roman script and create three posts of Junior Grade Translator, he said.

Direct purchase of 3.77 acres of land for opening an Automated Testing Station at Tellou Teramakhong in Imphal East was also agreed by the Cabinet to issue vehicle fitness certification, he added.
