'Manipur Government denies financial assistance to kin of civilian victims of terrorism'

Imphal, November 13 2014: /IMPHAL, Nov 13: Two families of three civilian victims of 'terrorism' on Thursday claimed that the Manipur Government has refused financial assistance to them entitled under the 'Central Scheme for Assistance to Civilian Victims of Terrorist, Communal and Naxal Violence' .

Talking to media at the press club here, Angom Iraijao from Phayeng Nungba Leikai in Imphal West and Nongthombam Maniton from Oinam Kangjeibung Mapal in Bishnupur district demanded the Manipur Government bring out a white paper on the implementation of the Central Scheme for Assistance to Civilian Victims of Terrorist, Communal and Naxal Violence in the state.

They alleged financial assistance to be given under the scheme to the next of kin of 12 civilian victims of terrorist hailing from Imphal West and another 11 from Bishnupur district has been denied by the state Government.

Names of the 23 civilian victims were put in the list of recommended cases by the Deputy Commissioners of Imphal West and Bishnupur in 2011 and 2012 in order to pay compensation to the next of kin, they said.

Nongthombam Maniton is the son of civilian victim L Sharat and Angom Iraijao is a relative of another two victims, Angom Chanbi Devi and her daughter Angom Menaka Devi of Phayeng Nungbal Leikai.

The broad aim of the scheme is to assist "civilian victims of terrorist violence including militancy, communal and Naxal violence" .

It is said families of the victims would be eligible to get assistance under the scheme even if they have received any other assistance by way of payment of ex-gratia or any type of relief from the Government or any other source except when a similar scheme is already being implemented by the Central Government.

Rs 3 lakh would be given for each death or permanent incapacitation to the affected families under the scheme.
