Imphal, March 26 2009: Authority of the state PWD has been alleged of issuing confirmation order of 169 work-charged employees after attending retirement age during the period from 1997 to 2005, an official source from the state vigilance commission said Thursday.

The commission has been able to detect 169 numbers of work-charged employees whose confirmation orders were issued by the office of the chef engineer, PWD, Manipur after the expiry/retirement with retrospective effect during the period from 1-1-97 to 31-12-2005, the official disclosed quoting the find of the commission.

The commission has also recommended for immediate cancellation of the confirmation orders in respective of the said 169 numbers of charged employees and also to stop payment of pension benefits, it said.

The Manipur Vigilance Commission also detected irregular appointment of 28 LDCs in state Revenue Department by allegedly concealing curt's order and recommended for immediate removal/termination of the services of those 28 LDCs, it said.

The two departments are among the 11 departments of the Manipur government which the State Vigilance Commission categorized based on an analysis report of a number of parameter.

The commission undertakes general check and supervision over all vigilance and Anti-Corruption works in the state.

It put the 11 departments- DC/DRDA (deputy commissioner offices taking as District Rural Development Agencies), education (s), health services, industries, power, PHED, Revenue, Rural Development and Panchayati Raj, social welfare, veterinary and animal husbandry and works departments based on the analysis into the acts of a public servant involving corruption, lack of integrity, misdemeanor, misconduct or malpractice.

During the year 2008, 292 enquiry cases handled by the commission, out of this 90 were closed where charges could not be substantiated, 28 (22 major and six minor) enquiry cases were recommended for action.

Eight cases were converted into nine FIR cases and two FIR cases also registered directly without initiating any enquiry case, taking the total number of FIR cases registered in 2008 to 11 involving 23 officials.
