JCILPS submits memo

The Joint Committee on Inner Line Permit System (JCILPS), a conglomerate of civil society organisations which has been spearheading a movement for the implementation of ILPS in the State, has submitted a memorandum to the CM today demanding withdrawal of The Manipur Regulation of Visitors, Tenants and Migrant Workers' Bill 2015 during the coming Assembly session.
Reiterating the Committee's rejection of the Bill, the JCILPS demanded that the State Govt introduce a fresh Bill to fulfil the aspirations of the indigenous people of the State.
The fresh Bill should restrict and regulate the influx of outsiders and internal migrants whose demographic growth has been threatening the socio-economic, cultural and political practices of the people of the State, the JCILPS said.
The JCILPS also reiterated that some points like issuance of permit/pass for migrants as regard to their purpose, whereabouts or validity of their presence be incorporated in the new legislation.
Making 1951 the cut-off base year, not to give land ownership rights to non-indigenous people, setting up of full-fledged Labour Dept and detection and deportation of illegal migrants and non-indigenous people are the points the JCILPS wants to be incorporated in the fresh Bill, according to the representation.
