Imphal, March 16 2009: strict security measures are being taken up by the authorities in and around the Manipur Legislative Assembly secretariat in view of the three day budget session which will begin from tomorrow.

In the wake of the increasing threat to law and order situation, the authorities have not left any chance for any anti social elements to penetrate the security rings in and around the secretariat of Manipur Legislative Assembly.

Even the private vehicles belonging to the staffs of the Assembly secretariat will not be allowed to enter the Assembly premises during the session.

The state Cabinet, at its sitting on March 13, had approved of six budget documents to be placed before the House during the three sittings.

The three documents include annual financial statements for 2009-10, vote on accounts 2009-10, demands for supplementary 2008-09, mainpur (appropriation no.1) bill relating to supplementary demands for grants 2008-09 and Manipur appropriation no.2) bill relating to demands for grants 2008-10. The state Governor, Gurbachan Jagat will address the house tomorrow at 11 am, said a bulletin of the Assembly Secretariat asking all legislatures to take their respective seats five minutes before the Governor arrives in the assembly Hall and remain seats till the Governor leave the Assembly hall.

In the meantime, a slight modification on the traffic regulation during the three days long session has been made.

Under the modified traffic regulation, no private vehicles belonging to the Assembly Secretariat staff will be allowed to enter the Assembly premises during the Assembly session.

The step has been apparently taken up as a part of tighten security measures inside the premises of the Assembly.

All the construction or renovation works in and around the Assembly premises have also been asked to remain suspended during the session apart from asking all staffs of the secretariat to invariably display their photo identity card.

After the Governor address to the house, the business of the first day of the session will start with motion of thanks on his address, if any and this will be followed by obituary reference which the Speaker, S Budhichandra will move to the House.

The Speaker will move a resolution on obituary reference on the demise of former president of India, Ramaswamy Venkataraman, former Prime Minister, Vishwanath Pratap Singh and former member of Manipur Legislative Assembly M Manindra to the House.

The secretary of the Manipur Legislative Assembly will intimate the house on the bills which were passed by the House in its last session that had received Governor's assent after the obituary reference.

State Chief Minister, O Ibobi who is also the leader of the House will tabled the ninth report of the business advisory committee, 2009 seeking House's approval on the allocation of time proposed by the committee.

The supplementary demand for grants, 2008-09 and the budget estimates 2009 will also be presented by the chief minister to the house on the first day of the session and move for passing a motion on vote on account, 2009.
