Imphal, September 04 2015 :
Deeply saddened by the death of eight persons and injuring of many others at Churachandpur in the course of protest against the passage of three Bills, the Committee on Protection of Tribal Areas Manipur (CoPTAM) said the protest, which turned violent was a spontaneous eruption of people's discontentment against the said Bills which were passed in the State Assembly without having the slightest thought for the sentiments of the tribal people.
It is a matter of grave concern that the passing of the said Bill have evoked stiff opposition from all sections of the tribal people in the form of protests, burning of Ministers/MLAs houses, bandhs and so on, CoPTAM general secretary Thangkam Lupheng said in a statement.
In this regard, the CoPTAM is of the view that the PMP Bill and MLR & LR (7th Amendment) Bill 2015 bring nothing good for the tribal people but cause loss of precious lives, huge damage of properties and mistrust amongst the hill and valley communities.
As such, the said Bills need to be withdrawn in toto.
Any kinds of one-sided and biased Bills/Acts will never bring good things for the State.
It urged the Governor of Manipur not to give his assent to the controversial Bills rather keep it in abeyance until and unless the Bills are made acceptable to all the people of Manipur including the tribals.
CoPTAM also once again demanded the transfer of land records to the respective district HQs.
The orders for transfer of Land Records to respective district HQs in respect of Churachandpur and Sadar Hills, Senapati districts were issued in 2013 with a deadline for completion of the transfer process before March 2014 .
However, no actions have been taken up so far by the concerned departments till date, it said.
It is now clear that since no action is taken up for implementation of the orders, the said orders were issued just to subside the sentiments of the tribal /Hill people.
Therefore, the CoPTAM wants to know whether the land record transfer orders were issued for implementation or not ? It also asked why there is no actions taken up for implementation of the orders, and when will the orders for the remaining districts be issued and what is the stand of the Govt in this regard now? It urged the State Govt to act positively so that the orders of the Govt are implemented without further delay.
