HC directs contractors to appear before Court

A Division Bench of the High Court of Manipur has directed the contractors who are executing road construction works along Imphal-Dimapur road (National Highway 2) to personally appear before the Court on November 22 and further directed Vikramjit of M/S HVS Construction Private Limited to appear before die Court on November 29 .
The direction was given today by the Division Bench High Court of Manipur, comprising of Acting Chief Justice N Kotiswar and Justice Kh Nobin, in connection with the PILs filed before the Court regarding the National Highways of the State namely the Imphal-Dimapur road and the Imphal-Jiribani road (National Highway 37) .
During the PIL hearing today, SN Pavei, who is assigned to execute road construction works from Taphou to Changoubung, was present before the Court as per the earlier order of the Bench dated November 9 and he submitted that the works assigned to him for filling up the potholes were completed last month.
Pakhotinlien Vaiphei, who was assigned to execute the works from Changoubung-Kangpokpi and Kangpokpi to Kanglatongbi for filling up the potholes, also submitted that he had already completed the works in the month of August.
Both contractors submitted that the works had now been taken over by M/S Bhartia Infra Project Limited.
Arun Singh, Assistant Engineer of PWD, Manipur, made himself present before the Court in person and verified the works executed by the two contractors, SN Pavei and Pakhotinlien.
Three contractors who failed to appear before the Court today, were directed to make themselves present before the Court on November 22 .
They are M Ashiho Pfuze, who is executing the works from Maram to Mao, W Sonajit, who is handling works from Maram to Senapati and Khelendro, who is executing the works from Senapati to Taphou.
The Court also asked the Assistant Engineer to inform the contractors concerned that the issues related to Imphal to Mao sector, might be taken up on November 22 .
Sunil Kumar, General Manager of NHIDCL, Ajit Kumar of NHIDCL, Ibochouba of M/S Bhartia Infra Project Limited and Vidyapati, Project Manager of NIDHI Creative Infrastructure Private, were present in persons during the hearing today but no one on behalf of M/S HV S Material Private Limited was present before the Court.
The Division Bench order stated that during the hearing, Sunil Kumar General Manager of NHIDCL, submitted an overall picture of the work progress which the Division Bench found satisfactory.
It stated that as far as Imphal-Jiribam sector is concerned, there are certain areas which require the attention of the higher authority for which NHIDCL has already apprised the Central Government for necessary funding, particularly related to the drainage system which is almost non-existent and without which the works so far executed may be rendered useless.
The Court further allowed him to file an affidavit regarding the situation by November 29 for further consideration by the Division Bench.
Retired Chief Engineer of PWD, Joykumar, was also present in person as per the request made by the Court.
The Court again requested him to be present in person on November 22 .
The personal appearance of the contractors who were present today, were dispensed with until further order.
Vikramjit of M/S HVS Material Private Limited was also directed to appear in person before the Court on November 29 .
