Imphal, July 02 2012:
Contending that communication gap in the security arrangement for the ongoing assembly session has been inconveniencing many, Trinamool Congress legislator Dr I Ibohalbi urged the Home Minister to initiate appropriate measures for smooth progress of the session.
Presenting his view during the Zero hour today, Dr Ibohalbi contended that along with his driver and personal security officer (PSO) he came to attend the assembly's opening day session some days back.
With security guards manning the entrance gate (No.2) denying access to the PSO who had a small arm, the MLA reportedly proposed that suitable arrangement be made for the safe return of the PSO to the MLA's quarter and proceeded into the assembly complex.
However, the PSO was found waiting at the gate when he came out at the end the day's session, Dr Ibohalbi said adding that for today's session he came only with the driver.
Despite clearly visible that the driver was the only other person in the vehicle, security personnel at the Gate not only enquired whether the PSO was also in the vehicle but momentarily detained the vehicle for checking.
Equating the present security arrangement to that of war-time scenario, the Trinamool MLA suggested that the home Minister put in place a more decent security measure to avoid communication gap between the security personnel.
Claiming information about some assembly secretariat staff unable to reach their office due to stringent security measures for the ongoing session, Dr Ibohalbi also opined that visitors' gallery remaining empty might be a fallout of security arrangement.
Meanwhile, with apparent reference to former MLA O Joy Singh of MPP, Lok Janshakti MLA from Langthabal AC Karam Shyam alleged that an individual who had represented the said assembly segment for over three decades withdrew and misused Local MLA Development Fund despite losing the recent assembly election.
Drawing attention of all concerned, Karam Shyam highlighted that the MLA funds are public property rather than a provision for the individual MLA.
On the otherhand, NCP MLA from Keishamthong AC L Ibomcha proposed to the Home Minister that a thorough investigation be ordered with regard to the death of a man on June 21 in an Ukhrul district location, which was reported as a case of accident.
Contending that the man was not killed in accident, the MLA maintained that the victim was strangulated.
