Minister of State for Home Sriprakash Jaiswal today made it clear that the Armed Forces (Special Powers) Act in Manipur would not be withdrawn but assured that comprehensive "checks and balances" would be made to prevent its abuse.
"The Armed Forces Act mainly seeks to facilitate counter-insurgency operations by conferring certain powers on the armed forces.
The grievances against the Act arises mainly from the alleged abuse of these powers.
Therefore, the first objective is to provide comprehensive checks and balances to prevent abuse of power," Jaiswal, who had visited Manipur recently, told reporters.
As regards the withdrawal of the Act, he said the need for its continuance or otherwise in Manipur was reviewed periodically and decisions taken after taking into consideration the prevailing law and order situation.
"The Central Government in consultation with the State Government will undertake such a review at the appropriate time keeping in view the security situation," he said.
Jaiswal said the Centre was committed to ensure that law was strictly adhered to in Manipur and participation of civil police would be ensured in any operations by the security personnel.
Referring to the alleged custodial killing of Manorama Devi by jawans of Assam Rifles, he said the Assam Rifles had already instituted a court of inquiry which will be completed on or before July 27."Thereafter, exemplary punishment will be awarded to those found guilty," Jaiswal said.
