HC takes up PIL against bandhs/blockades

A Division Bench of High Court of Manipur has directed the State Government and seven other respondents to provide adequate security for movement of the vehicles stranded on the National Highways due to UNC sponsored economic blockade.
The directive was passed after a PIL hearing held before the Division Bench comprising Chief Justice LK Mohapatra and Justice N Kotiswar.
The PIL was filed by Kumar Joysana (63) s/o RK Sanatomba of Moirangkhom Sougaijam Leirak against the 'unconstitutional and illegal' economic blockade imposed by United Naga Council.
The Naga body is also listed as Respondent No 9 in the PIL .

The PIL said that UNC has imposed an economic blockade on NH-2 and NH-37 from the midnight of November 2 .
The PIL prayed for an order and directive to All Manipur Working Journalists' Union (respondent number 10) not to publish/broadcast announcement of economic blockade, general strike, bandh by any organisation on the National Highways and other parts of the State.
The PIL also pleaded for a directive to the Union Ministry of Home Affairs, State Government, DGP Manipur, IGP (Law and Order), IGP (Intelligence), 57 Mountain Division GOC, IGAR (S) and BRO for taking immediate necessary action to restrain UNC from indulging in any act of calling/imposing the unconstitutional 10 days economic blockade.
The PIL also pleaded the above mentioned respondents to discharge their bounden duties as envisioned under the law in preventing such illegal and unconstitutional economic blockade, general strike, bandh along the National Highways.
Senior advocate M Hemchandra represented the petitioner and he was assisted by G Prem Sharma.
Senior advocate H Debendra and S Suresh repersented the respondents.
After hearing the PIL, the Division Bench directed the State Government to provide adequate security for movement of the vehicles stranded on the National Highways due to the economic blockade.
Next hearing of the PIL will be held after four weeks.
