House ratifies Bill in two minutes

The Constitution (126th Amendment) Bill 2016 was ratified by the State Legislative Assembly in just two minutes and 14 seconds yesterday.
Notably, the Bill is about amendment of article 368 of the Constitution of India by which reservation of seats for Scheduled Castes and Scheduled Tribes would be extended for another 10 years.
Even though Opposition leader and ex-Chief Minister sought some time for deliberation on the loopholes and shortfalls of the Manipur ILP Guidelines 2019, the Speaker did not give any opportunity to speak even a single word to any Member of the House except Chief Minister N Biren, and the Bill was passed in just two minutes and 14 seconds.
Soon after N Biren moved a resolution for ratification of the Constitution amendment Bill, Speaker Y Khemchand asked all Members of the House if they support the Bill.
In the next moment, the Speaker announced that a resolution to pass the Bill had been adopted as there was no opposition from any Member.
He then announced that the 9th session (Part-II) of the 11th Manipur Legislative Assembly had been adjourned sine die.
