The Joint Secretary (Finance) has ordered all the Treasury and Sub-Treasury Officers of the State Government that the release of monthly salary of the employees is linked to Manipur Government Employee's List (MGEL) of respective departments or offices as required under FR and BM Rules 2005 .
The order also said that the drawal of salary is subject to MGEL certificate and also to clearance from Finance Budget with reference to DDO-wise employees details in case of Departments or Offices, which have not yet completed the MGEL details.
The matter is under consideration of the Government and it has been decided that drawal of salary for all offices under Medical and Health Services, Education(S) and Revenue is allowed up to the month of January 2008 subject to following conditions: pay and allowances of all Government employees may be cleared on the basis of MGEL details and certificates already issued.
The above will include cases of employees whose particulars have not been entered and updated in the MGEL and they may be allowed to be paid up to January 2008 from their respective places of posting, irrespective of their inclusion in the MGEL details or not subject to scrutiny of relevant documents, where required, to be done by TOs concerned.
New recruits who have already joined services but whose MGEL details have not been prepared or updated may also be allowed to be paid up to the month of January 2008 subject to proper scrutiny of appointment order, transfer and posting order by the TO concerned.
Payment may be made up to January 2008 against the already available employees details for Education(S) and Revenue departments where there are no MGEL details and no Certificate issued.
